Problem Statement
There is currently a lack of clarity regarding the data items that should be accessible by each EES User Category and there are potentially instances where data restrictions have been placed on EES Users which cannot be justified. The Data Access Matrix does not currently provide a single standardised role-based framework for EES Users’ access to data. This means that the Code Manager and the EES Provider cannot grant and provide EES Users with standardised access for a particular role. This may also result in operational issues for new entrants or can create a situation whereby EES Users in the same role have different access arrangements.
Proposed solution summary
- As an Electricity Consumer, I want data associated with my electricity supply to be made consistently available to Market Participants relevant organisations, so that they have equal access to the data they use to supply my electricity or look after my meter.
- As an EES User, I want to have access to all the data items appropriate to my EES User Category so that I can operate processes without disruption, to provide a good service to my customers and meet my performance targets. As the EES Provider I want to have clarity on the data items that I should provide to EES Users appropriate to their role. As the Code Manager I want Market Participants to have access to appropriate data in EES so they can complete business processes and meet performance targets, while ensuring access to data is subject to appropriate security and controls.

Amendment to REC Data Access Matrix
The REC Data Access Schedule sets out the approach to provision of market data via the Electricity Enquiry Service (EES). This will be extended to cover the Gas Enquiry Service at Central Switching Service (CSS) go live. This schedule categorises EES users e.g. Energy Suppliers, Distribution Network Operators (DNOs), Third Party Intermediaries and sets out the principle that a defined set of data will be accessible to EES Users depending on their category. The specific data items accessible for each EES User Category are set out in the Data Access Matrix. This approach differs from the previous arrangements under the Master Registration Agreement (MRA) where data accessible by certain types of user would be agreed on a case by case basis, leading to differences between data accessed by different organisations within the same EES User Category. Following the transfer of governance from the MRA to REC, an activity has been initiated to review the historic Data Access Agreements. This has identified areas where data access is not being governed in accordance with the REC approach i.e. there is no clear list of data items accessible to each EES User Category and there are potentially some instances where restrictions placed on accessibility of data are not justified.
There is currently a lack of clarity regarding data items that should be accessible by various categories of EES user which is leading to difficulty fully implementing the REC data governance approach. There is no clear list of data items accessible to each EES User Category and there are potentially some instances where restrictions placed on accessibility of data are not justified.
It is proposed that a top down review of the REC Data Access Arrangements is conducted considering each data item available via the EES and who should be able to access this data, together with any specific conditions associated with this access . This will result in a change to the Data Access Matrix, providing a transparent list of accessible data that is available to all EES users, and ensuring a consistent approach to data access is applied across all EES User Categories in line with the data access principles reflected in Ofgem’s data best practice guidance.
The Data Access Schedule refers to provision of data in accordance with data access principles published from time to time by the Authority. Ofgem recently published data best practice principles: Decision on Data Best Practice Guidance and Digitalisation Strategy and Action Plan Guidance.
