Catering for Registration Events where the Incumbent Supplier deactivates prior to a Switch becoming effective
Summary
This change looks to resolve the issue for Registration Events where the incumbent Supplier deactivates prior to a Switch becoming effective. In some instances, the incumbent Supplier is withdrawing prior to the ‘Supply Effective from Date’ which causes the accepted Switch to fail at Gate Closure (17:00hrs) . An effective solution is to allow the consumer to Switch with the original effective date. There are a number of solution options to enable this to happen.

Catering for Registration Events where the Incumbent Supplier deactivates prior to a Switch becoming effective
In some instances the incumbent Supplier is withdrawing prior to the ‘Supply Effective From Date’ which causes the accepted Switch to fail at Gate Closure (17:00 hrs).
.The Switching Operator is currently instructing cancellation of the Switch and requiring the Gaining Supplier to submit an Initial Registration for a subsequent ‘Supply Effective From Date’. This impacts the consumer switching experience and creates a number of exceptions for industry parties.
.An effective solution is to allow the consumer to Switch with the original effective date. There are a number of solution options to enable this to happen.
Of the 82 missing messages since 1st January 2023, 66 of these messages have been Switches where there was no Registered Supplier recorded at Gate Closure. The 30th September Gate Closure was particularly impacted where 45 Registrations did not become effective on 1st October as planned. 1st October is one of the key contracting dates for large I&C consumers.
Impacts
Electricity, Gas
Switching experience, Billing accuracy, Trust and confidence
The above impacts, positive or negative, will depend upon the solution option chosen.
Schedule 23 - Registration Services
Impacts within the REC will depend upon the solution option selected. Some solution options may require only technical or operational changes by the CSS – which may not require a REC change, others may prevent Suppliers from deactivating Supply Meter Points where a Switch has been accepted which would need to be stated in the REC.
