Summary
The prescriptive nature of the Market Message retry drafting is currently impeding on the CSS Service Provider’s ability to ensure all Market Messages are sent and received successfully between the CSS and the CSS User. This CP proposes a move to a principles-based obligation that allows for flexibility to ensure the CSS and CSS User are able to attempt retries but not have to follow specific timings or have a maximum number of retries.

15/11/2023 - Change Proposal has been withdrawn. Market message success data for September 2023 was reviewed to ensure that a stable period was analysed which represented ‘normal’ conditions. Upon completion of the review, it has been concluded that the success of the current retry strategy has significantly improved since this change proposal was raised. The Code Manager will introduce cyclical reviews of performance to ensure this continues at the expected levels.

CSS Market Message Retry Strategy
The current obligation for Market Message retries in the Switching Data Management Schedule states that the sending System must:

“retry sending the Market Message at intervals of 10 seconds, 20 seconds and 30 seconds from each attempt to send the Market Message. If these retry Market Messages also fail, then the Market Message shall be retried at intervals of one hour up to a maximum of 12 hours; after which delivery of the Market Message shall be abandoned and a Switching Incident raised in accordance with the Switching Service Management Schedule”.

Due to the prescriptive nature of the drafting there is no opportunity for the sending System to attempt retries that are outside the timeframes permitted in the schedule.
The prescriptive nature of the drafting is currently impeding on the CSS Service Provider’s ability to ensure all Market Messages are sent and received successfully between the CSS and the CSS User.
To move towards a principles-based obligation within the REC that allows for flexibility to ensure the CSS and CSS User are able to attempt retries but not have to follow specific timings or have a maximum number of retries. This is especially important for time critical processes such as Gate Closure and the subsequent processes operate by UK Link and Smart Metering.
It is not expected for the number of retries attempted in a given period to have a material impact on other users other than a positive impact in that the successful delivery of a message is completed sooner than would otherwise be possible under the current constraints.

A supporting guidance document on the Retry Strategy will also be developed to provide further detail for REC Parties on what to expect in terms of the number of retries expected before needing to raise a Switching Incident.
