Latest Update
On 05 February 2026, the Code Manager decided that I0172 would be closed as resolved. After extensive industry engagement, no REC Code changes were identified as necessary. All address management elements raised under I0172 will be handled under I0200. The Crossed Meters process review will be raised in a separate Change Proposal (REC Issue I0314).

Problem Statement
Reported inconsistencies in the application of elements of the entire new connections process result in poor Consumer outcomes. Whilst the new connections process spans multiple processes owned by different Codes, the REC Code Manager is conducting an exploratory initial analysis, owing to our place as a dual-fuel, Consumer facing Code. This analysis is expected to yield multiple modifications across multiple Codes that will result in improvements to the new connections process.

Meter Commissioning Process Review to Eliminate Issues Related to New Builds and Similar Situations
I recently bought a new build house. The DNO and Supplier were chosen for me, presumably by the builder. The house is one of a small development of 10 houses. After moving in, it became apparent that there were a number of technical issues with the metering equipment and its configuration within the supplier's systems and within industry central systems, as well as some administrative issues. Note that this property does not have a gas supply, so as things generally go, this should have been quite a simple process. The installation and commissioning process was completed before I bought the house from the builder. When I moved in, it became apparent that a number of meters in the development of 10 houses were crossed. My supplier also had me within their system living at different addresses in the development at the same time, one of which was not part of this development. Given the complexity of the multi-crossed meters, this took many months to resolve. I eventually resorted to getting the energy ombudsman involved. Once my crossed meter was resolved, it became clear that the meter readings provided to me by the supplier from my smart meter still did not match my consumption, even after the crossed meter issues had been resolved. This was because the GUID configured for my meter in the central systems was incorrect. I was told by the supplier that there was no process for updating the GUID, so they had to swap the meter. (I have subsequently been told that such a process does indeed exist). This was finally complete in March 2024, some 15 months after we moved in. This was a very frustrating time for me as a consumer and the process must have incurred a significant amount of industry resource and cost to resolve. I am fortunate that I work in the energy industry and was able to understand some of the processes being used, and inform the supplier and ombudsman accordingly. Someone not in this position is likely to have incurred an even longer process for resolution. I would recommend that the industry carries out a full process review of electricity supply installation and commissioning, concentrating on new build properties where the end consumer is initially the builder and where this is passed onto an end-consumer on sale of the premise. It may be prudent to extend this to dual fuel sites as well.
