Explore use of CHECK as a Meter Type option on J0483 DI-059
It has been suggested that CHECK meters should not be sent within industry messages so the presence of this value within the valid set may not be required.

This Issue has been raised to explore whether this assumption is correct, look at the existing/historic use cases industry have used the CHECK option for, if they are no longer valid and if so why not.
May cause potential unnecessary assurance and data correction while CHECK is still a valid option in the data enumeration. In MHHS the Check value is not a valid value in ISD and cannot be used to assign a Market Segment, as such it can't be populated within SMRS and will be rejected if sent on an IF-005. Where populated it will need cleansed in SMRS before an MPAN can be migrated. Having it in the combined valid set for the J0483 / DI-059 causes confusion as to what value can be set in SMRS.
EES data has confirmed 54 MPANs have a meter type of Check (50 energised, 4 de-energised). Of the 50 energised MPANs with a meter type of CHECK, 21 of these have both a primary meter and a check meter, whilst 29 have a check meter only.

This Issue should look at the existing/historic use cases industry have used the CHECK option for, if they are no longer valid and if so why not.

The 29 MPANs that are recorded as having a check meter only should be investigated to determine if this data is correct, what impact will this be having on settlement, and what are the reasons for having a check meter only installed (vacant property/ property is supplied through another property's main meter etc)

This Issue should also explore and set out the what the expectation would be for Supplier’s/MOA’s with CHECK meters if this were to be removed from the valid set.

There will also be discussion required with the BSC to establish whether there are already mechanisms in place to prevent these 50 meters registering their data in settlement, or if they are being erroneously recorded.

This Issue should consider all of the above when determining what safeguards would be needed before this Issue is considered on whether to progress to a Change Proposal.
See the MHHS Data Cleanse Closure report - https://www.mhhsprogramme.co.uk/uploads/6069a66d-fab1-421b-9247-2bbad66c4789/MHHS-DEL4254_-_MHHS_Programme_Data_Cleanse_Closure_Report_v1.0.pdf

The question is does it still add value in the other Market Messages (D0150 / D0268) or should it be removed totally. The other option is to split the J0483 / DI-059 to have two distinct items with different enumerations.
