Summary
This change has been raised by Ofgem to make updates to CSS reports provided by the Switching Operator; for these be provided on a weekly basis and be designed in such a way that only genuine Switches between Suppliers are reported. At present the latter is not possible as all switches at MPID level are reported with no indication of switching flows.

Problem Statement
Without appropriate reporting, Ofgem cannot effectively monitor the level of Switching in the market in a timely and accurate manner. This hinders its ability to act and inform any policy interventions in relation to market stability.
Proposed solution summary
  1. As a Consumer, I want Ofgem to effectively monitor the market to ensure the right policy decisions are made.
  2. As Ofgem, I need accurate and timely data to ensure that I can make informed decisions on any interventions in relation to market stability.

Frequency and content of CSS reports on switching via the DCC portal
We are requesting all CSS reports, as listed below, to (1) be provided on a weekly basis and (2) be designed in such a way that we can see see genuine switches between suppliers. At present the latter is not possible as all switches at MPID level are reported with no indication of switching flows. As a result, we cannot remove the internal transfers among MPIDs belonging to the same supplier and the total number of switches may be substantially inflated in presence of internal migrations or corporate transactions.

Following the energy crisis, Ofgem is under more pressure to increase market monitoring capabilities. Weekly reports will allow us to monitor events closer to real-time and the additional switching flows content will allow for a more accurate view of external switching. Our monitoring work includes updating senior managers on switching and individual suppliers’ switching gains/losses. This information has a wide ranging impact, not just for market trends. For example we use the data to do initial checks on whether suppliers are compliant with sale restriction bans, identify suppliers with dormant licences who become active and understand the impacts on the Market Stabilisation Charge for suppliers when they gain customers.
For the frequency: we would like to receive the above mentioned reports on a weekly basis (instead of the current monthly frequency)
For the report structure/content: we would like to see the following columns (separately by fuel type and with change of occupancy switches highlighted as it is done now in the current reports):
Gaining Supplier Mpid Gaining Company Losing Supplier Mpid Losing Company Total Switches Total Dom Switches Total Non-Dom Switches
• Fuel Type
• Change of Occupancy switches (assuming these would still be reported under Total Switches)
For both of the two changes explained above, please note that work has already been started by DCC/Landmark. The CR’s used on DCC side and the PIA from Landmark for the frequency change was CR4928. Regarding the content change request, this was CR4938.
We understand that a lot of work has already been done, so we hope that the reference to these two CRs will speed up the process of getting the CP raised and put through.
