Summary
The IF-051 provides a refresh of data from Supplier Meter Registration Service (SMRS) to the Electricity Enquiry Service (EES) (REC) and Market Data Service (BSC). Currently the REC does not hold any detail regarding the DIP Market Messages that the EES is required to receive and process. Due to the nature of the IF-051, the EES Provider obligations need to be clear to ensure the interface can be received and processed appropriately.

This Update to Plan reset the Priority Category and urgency status of R0294, following the deferred implementation of the lead BSC CP 1607. R0294 continues to be on hold until further solution development is undertaken as part of CP 1607. The Code Manager will continue to work with Elexon and Service Providers for future progression of any changes to implement the IF-051.

Problem Statement
BSC CP 1607 will implement a new DIP Market Message, the IF-051 ‘Data Refresh’ on 26 March 2026. EES will be a recipient of that change. If EES is not able to receive and process instances of the IF-051, data in EES will be misaligned with other industry systems (SMRS, DIP and MDS) meaning that it will not maintain its role as the accurate reference point for industry participants. This could lead to potential disruption of industry processes.

Implementation of IF-051 Data Refresh in EES for BSC CP1607
The Balancing and Settlement Code Change Proposal (BSC CP) 1607 will introduce a new Data Integration Platform (DIP) Market Message, the IF-051 Data Refresh.

By adding obligations and processing requirements into the REC, it will ensure the right data is updated and the appropriate data history is maintained in EES, as required when it has been agreed that the IF-051 should be triggered.
This change seeks to implement the IF-051 Data Refresh Market Message in EES, approved for implementation via BSC CP 1607.
The overall EES requirements relating to processing DIP messages were implemented as part of R0209 and R0241.

BSC CP 1607 was raised to progress the MHHS Programme’s On Hold Request OHCR003, originally Programme Change Request, CR-044 which the programme was not able to add to the MHHS design prior to MHHS Go-Live.

This REC change is a consequential change for BSC CP 1607 to ensure appropriate implementation of the BSC-owned IF-051 in EES.

A consequential DIP change is expected to be raised by the BSC to deliver the IF-051 for March 2026.
