Summary
A Data Integration Platform (DIP) Data Item, DI-091 ‘Number of Displayed Register Digits’ that was implemented as part of MHHS has been incorrectly linked to the existing J0478 ‘Number of Register Digits’ in the Energy Market Data Specification, instead of the existing J2313 ‘Number of Displayed Register Digits’.

Problem Statement
A linkage error has been identified as part of BSC CP1622 and REC Change Proposal R0300 where the DIP Data Item DI-091 has been incorrectly linked to the existing J0478 ‘Number of Register Digits’ in the EMDS at MHHS Go-Live, instead of the existing J2313 ‘Number of Displayed Register Digits’. As a result, contrary to the MHHS design and intended linkage, the EMDS incorrectly details the DI-091 in DIP interfaces, including the IF-005 and IF-006 (both REC-owned) and several other DIP Interfaces, even though the DIP reference appears correct (DI-091). It is important that EMDS is an accurate reflection of Market Messages and Data Items. Without correction this Issue may cause issues to future market entrants.
Proposed solution summary
  1. The proposed solution is to conduct a correction exercise to unlink the DIP Data Item DI-091 ‘Number of Displayed Register Digits’ from the Data Item J0478 and it should then instead be linked to the Data Item J2313.

Change details

Number of Displayed Register Digits Data Item linkage
A Data Integration Platform (DIP) Data Item, DI-091 ‘Number of Displayed Register Digits’ that was implemented as part of MHHS has been incorrectly linked to the existing J0478 ‘Number of Register Digits’ in the Energy Market Data Specification, instead of the existing J2313 ‘Number of Displayed Register Digits’.
This means that, contrary to the MHHS design and intended linkage, the EMDS incorrectly details the DIP interface IF-005, and a number of other DIP Interfaces, as containing the wrong Data Item, even though the DIP reference appears correct (DI-091).
The DI-091 should be unlinked from the J0478 and linked to the J2313.
This linkage error was identified as part of CP1622 and R0300 and should be progressed independently to ensure the data items are correctly reflected in EMDS before any further changes are made to flow rules and validation are made under those changes.
Even if no change were to be made under those CPs, this correction would still be required.

Achieving Net Zero, Billing accuracy, Trust and confidence
Ensuring the correct data item is captured in the DIP interface will ensure parties correctly build systems that enable customers to be billed to the display that they see on their meters

Balancing and Settlement Code (BSC), Data Integration Platform (DIP) Rules
There is an indirect impact to BSC and the DIP in that there is a dependency on the data items being correctly linked to be able to ensure obligations in their codes can be appropriately applied.
The DIP Manager has confirmed that there are no consequential impacts to the DIP from this change as the DIP has been built to the DIP interface design as captured in MHHS DES138.
