Problem Statement
The process for the allocation and payment of Unallocatable Transactions, set out in the Prepayment Arrangements Schedule, does not currently take into account Energy Suppliers that have exited the market or that do not have a contract with the PPMIP. This prevents the PPMIP from being able to release payments to Energy Suppliers, as the process doesn’t allow for all funds to be accounted for in the calculation.
Proposed solution summary
- As a PPMIP, I want to receive accurate market share data to allow me to complete the Unallocatable Prepayment Allocation Run in a timely manner.
- As an Energy Supplier, I want the calculation of Unallocatable Transactions to be carried out accurately and efficiently so that I receive payments allocated to my organisation.

Prepayment Unallocated Transactions
Each July the Code Manager, the Central Data Service Provider (CDSP) and the Prepayment Meter Infrastructure Provider (PPMIP) reconcile any unallocated Prepayment payments from the Backstop date, in accordance with Schedule 11 – Prepayment Arrangements.
If an Energy Supplier does not have a valid contact with the PPMIP or is no longer an active Energy Supplier, then they should be excluded from the allocation of payments.
When an Energy Supplier exits the market, these need to be removed from calculations and validation steps to ensure the correct payment values are calculated based on market share.
The calculation and validation steps, currently documented in Schedule 11 – Prepayment Arrangements, do not take into account any suppliers that exit the Energy market after July each year.
Not having this ability to remove these newly exited Energy Suppliers may result in inaccurate payment amounts being paid and further re-work needed by the PPMIP.
Not having this ability to remove these newly exited Energy Suppliers may result in inaccurate payment amounts being paid and further re-work needed by the PPMIP.
Additional validation steps added to the defined unallocated payment calculation methodology, to remove Energy Suppliers that exit the market from the calculation. This will ensure accuracy of the final payment amounts to the remaking active Energy Suppliers.
