Provision of Half-Hourly Consumption Data for Advanced Meter Erroneous Switches
Summary
As part of the MHHS REC code change activity, a change has been made to REC Schedule 30 to remove the half hourly meter exemption from the Erroneous Transfer provisions. Whilst this is necessary from an MHHS perspective with all sites becoming half hourly settled, the application of ET obligations in the Advanced Meter segment creates some additional challenges. To be able to accurately bill an Advanced Meter site, following repatriation of that customer to their correct supplier after an ET has been raised / agreed, the supplier needs to have access to half hourly consumption data for the ET period when they were not the registered supplier. With ETs potentially taking up to 2 years to be identified and resolved, the only place that the supplier could reliably source that HH consumption data would be from the other (losing) supplier.

Problem Statement
In the absence of having Half-Hourly consumption data for Erroneously Switched Consumers, Energy Suppliers are currently required to estimate consumption for billing purposes that can lead to inaccurate billing.
Proposed solution summary
- An approval of this Issue/Change Proposal would see an obligation placed upon the Losing Supplier, following a successful Erroneous Switch repatriation, to provide the Gaining Supplier with the Half-Hourly consumption data for the period in which they were erroneously supplying the meter.
- Half-Hourly consumption data would be providing to the Gaining Supplier, from the Losing Supplier, via SDEP using an Excel template within 5 Working Days of the Erroneous Switch repatriation switch date. The Gaining Supplier would be required to provide 48 Half-Hourly consumption intervals for each that the the Consumer was supplied by the erroneously Gaining Supplier.

Provision of HH consumption data for Advanced Meter ETs

In the absence of having HH consumption data for these erroneously transferred customers, suppliers would be required to estimate consumption for billing purposes which will lead to inaccurate billing.
Approval of this CP would see an obligation placed upon losing suppliers, following successful ET repatriation, to provide the gaining supplier with HH consumption data for the period during which they were erroneously supplying the meter.
We would propose that the HH consumption data is provided via SDEP using the attached excel template within 5 working days of the ET repatriation switch date, providing 48 HH consumption intervals for each day that the customer was supplied by the erroneously gaining supplier.

We have explored the availability of retrieving this data via the DIP message replay capability, but that does not extend back far enough to cover the potential billing period for ETs.
We are also engaging separately with Elexon to understand if this data could be provided in the future via their Kinnect Insight platform APIs. Subject to ongoing discussion and future development, it’s possible that this could provide an enduring solution, but not at MHHS go-live or potentially until the service had accrued sufficient consumption history.
