Related Meter Point RMP status rules
Summary
The drafting in Schedule 28 – Related Metering Points has been updated for Market-wide Half Hourly Settlement (MHHS), allowing related Metering Points to be in a Status of Operational or Created in MPRS, as long as all Related Metering Points are in the same Status. This Change Proposal suggests allowing Secondary Metering Points with a Status of Created to be linked to Primary Metering Points with a Status of Operational, for MHHS migrated Metering Points only.

Problem Statement
By not allowing Primary Metering Points with a Status of Operational to be linked to Secondary Metering Points with a Status of Created, where the Metering Points have migrated into the MHHS arrangements, full advantage is not being taken of the MHHS functionality of automatically appointing agents to Secondary Metering Points.

Related Meter Point RMP status rules
It has been identified that some of the validation requirements in Schedule 28 (paragraphs 2-5) are not consistent with the validation rules applied within MPAS. The current drafting of paragraph 5.1 (which is expected to be slightly updated under MHHS) all MPANs in a relationship must have a consistent RMP status and the relationship must be removed if there is a need for MPANs to have a different status. MPRS currently allows for MPANs that are disconnected or terminated and does not enforce MPANs to be the same status before being related and allows for statuses to be changed while in an active relationship.
MPANs can be related inconsistent with the current code drafting. Note that initial analysis suggests this issue is limited in the current market, with c. 20 MPAN relationships current impacted. It has been identified that allowing MPANs with different RMP statuses to be related may cause issues with the auto registration processes that will operate under MHHS. There may be an impact on switching as disconnected MPANs cannot be switched which needs to be confirmed.
The expectations of the impacted systems (including CSS and MPAS) should be reviewed to confirm what behaviour is expected / assumed, the impact of inconsistent RMP statuses and the extent to which any errors are capable of correction if data is found to be inconsistent. Depending on the results of this it may be necessary to progress a Code Change to require enforced validation with MPRS and/or to clarify roles and responsibilities. Depending on the results of this analysis it may be possible for this to be monitored through Performance Assurance but the correction of data must be possible across all systems.
