Summary
Schedule 14 - Metering Operations currently holds obligations for a Meter Operator Agent (MOA) to send a D0383 ‘Notification of Commissioning Information’ to Electricity Suppliers, Distribution Network Operators (DNOs), Data Services and Data Collectors in certain process steps. The D0383 was not shared with these Parties in legacy arrangements, and there is no requirement for it to be sent to facilitate the MHHS arrangements. There are similar requirements to send the D0384 ‘Notification of Commissioning Status’ to these Parties, when it is only required by the Electricity Supplier. These requirements were introduced by the MHHS Design in error and need to be removed.

Problem Statement
Schedule 14 - Metering Operations puts obligations on MOAs which are both not required and impossible to fulfil (as the Scenario Variants to send the D0383 from the MOA to the Electricity Supplier, DNO, Data Service and Data Collector do not exist). There are similar problems for the D0384, which is only required to be sent from the MOA to the Electricity Supplier.

Removal of D0383 & D0384 requirements from Sharing MTDs process
Schedule 14 - Metering Operations currently holds obligations for a MOA to send a D0383 ‘Notification of Commissioning Information’ to Suppliers and DNOs in certain process steps. The D0383 was not shared with the Supplier and DNO in legacy arrangements, and there is no requirement for it to be sent to facilitate the MHHS arrangements. This was a requirement introduced in the MHHS Design in error, was captured in the REC drafting but needs to be removed.

Similarly, the schedule also captures that the D0384 ‘Notification of Commissioning Status’ should be sent by the MOA to a DNO. The D0384 was not shared with the DNO in legacy arrangements, and there is no requirement for it to be sent to facilitate the MHHS arrangements.

No changes are required to the data specification, which correctly reflects
• no D0383 Scenario Variants for MEM to Supplier or DNO for either legacy or MHHS Advanced MEMs roles; and
• no D0384 Scenario Variants for MEM to DNO for either legacy or MHHS Advanced MEMs roles.
The corrections required for Schedule 14 also to need to be resolved in Schedule 34 - Migration Schedule to reflect the same changes.
The inclusion of these requirements in the Schedule captures obligations on REC Parties that are neither required nor that they can fulfil due to the lack of Scenario Variants for these Market Messages.
This creates a risk of non-compliance for MEMs to send and Suppliers/DNOs to be able to receive these Market Messages.
Updates to Schedule 14 and Schedule 34 to remove the relevant requirements – legal text provided
Copies of the D0383 and D0384 data specification are included for reference, however do not require any change.

Schedule 14 - Metering Operations
Although the Migration Schedule has a limited applicability, as the change is required to Schedule 14, it is appropriate to apply the change to the Migration Schedule at the same time for the remaining time it is applicable - until M15 (May 2027)
