Reporting of Additional EMR Backing Data to Suppliers
Summary
The aim of this proposal is to reduce the extra assistance required by Electricity Market Reform (EMR) parties in the invoice validation by updating the backing data within the Market Messages to align to what is being invoiced. The associated Market Messages should be structured and named in line with the actual output of Settlement systems to facilitate validation of Capacity Market (CM) Scheme and the Contracts for Difference (CfD) financial settlement.

Reporting of Additional EMR Backing Data to Suppliers
The Capacity Market (CM) and Contracts for Difference (CFD) schemes have been operational for around five years, in that time the related Market Messages were created and deployed but have not been updated despite significant changes to the rules, regulations, and contract types.
EMRS Settlement Ltd receive queries from Suppliers, Generators and Capacity Providers both in the Capacity Market (CM) Scheme and the Contracts for Difference (CFD) Scheme into a service desk regarding the understanding of what data items are being accounted for in their invoices and credit notes. Parties are able to request all relevant data from EMRS; however, this is time consuming for Parties, EMRS and Low Carbon Contracts Company (LCCC)/ Electricity Settlement Company (ESC) when requested.
An update to backing data that is provided to Suppliers, Capacity Providers and CFD Generators ensuring that relevant invoice lines are reflected, and Data Items are named and described correctly.
The change should cover the updating of backing data that is provided to Suppliers, Capacity Providers and CFD Generators ensuring that relevant invoice lines are reflected, and Data Items are named and described correctly. Currently this is provided on five Market Messages (D0364 – CM Supplier Invoice Backing Data and D0366 - CM Capacity Provider Invoice Backing Data, D0362 – CFD Supplier Invoice Backing Data, D0363 – CFD Supplier Credit Cover Report and D0365 – CFD Generator Invoice Backing Data). The data within these is limited and has not been reviewed or amended since September 2017, this has meant that there has been significant drift in backing data provided to aid invoice validation.
The objectives of the proposed changes are:
• Amend backing data provided on Market Messages D0364 and D0366 to reflect the current calculation output correctly to increase clarity to Suppliers and Capacity Providers.
• Amend backing data provided on Market Messages D0362, D0363 and D0365 to reflect the current calculation output correctly to increase clarity to Suppliers and CFD Generators
The objectives of the proposed changes are:
