Sharing of SSC and TPR Information for MHHS Smart and Advanced Meters
Summary
In the MHHS design the Standard Settlement Configuration (SSC) is a non-mandatory data item for Smart and Advanced metering points, in addition the register level TPR information is not shared in the MTD flows for these meters (IF-006 for Smart and D0268 for Advanced). It was identified through BSC Issue I118 that there is a requirement for the SSC to be set for Domestic / Microbusiness Advanced Metering Points making use of the HH data opt out and there may be other areas where the SSC is required.

Sharing of SSC and TPR Information for MHHS Smart and Advanced Meters
In the MHHS design the Standard Settlement Configuration (SSC) is a non-mandatory data item for Smart and Advanced metering points, in addition the register level TPR information is not shared in the MTD flows for these meters (IF-006 for Smart and D0268 for Advanced).
It was identified through BSC Issue I118 that there is a requirement for the SSC to be set for Domestic / Microbusiness Advanced Metering Points making use of the HH data opt out and there may be other areas where the SSC is required.
Where the SSC is required for Advanced and Smart metering points the register level TPR information will also be required to make use of the information.
This issue seeks to explore:
- Are the areas where the SSC is required for Smart and Advanced meters, if so what updates are required to the population and validation rules for the SSC data item.
- Where the data item is populated for Smart and Advanced meters, is a mechanism required to communicate the register level TPR information.

The impact will be seen post MHHS go-live. However the lack of this information could potentially prevent Suppliers billing affected consumers accurately.
Agreement of when the SSC should be populated for Smart and Advanced MHHS migrated Metering Points and the mechanism for communicating the register level TPR info.
When this was discussed through BSC Issue 118 the preferred option for the Advanced Domestic / Microbusiness issue was for SSC population rules to be updated in the EMDS but not for the SMRS validation rules to be changed. A new DIP flow was the preferred solution for communicating the register level info.

The Supplier will need to maintain the SSC using any newly added requirements.
The Supplier and their agents will need to send / receive any new flow and use it to provide reads and accurately bill consumers.

Balancing and Settlement Code (BSC)
Any change may impact the SMRS validation rules held in the BSC.
Until R0243 is approved the SSC is a BSC owned data item.
