Summary
Currently within Schedule 23 a Registration can only be undertaken on RMPs with an Operational or Dormant RMP Status, and not Terminated. Terminated is a status that the RMP is set to when the Meter Point Status is no longer operational or the site is isolated. It is right that these sites are not able to be Registered as there is a risk that Suppliers could inadvertently Register such Meter Points. We do have instances where such sites are stranded in defunct Supplier portfolios - and the Supplier no longer has the capability to take the relevant action to Deactivate the Registrations. This may because the operational staff have left and the business is in administration.

Stranded RMPs in Defunct Suppliers
A Supplier cannot have any remaining Meter Points in their portfolio for them to fully exit the market. There is a risk that Suppliers will remain indefinitely in the market without intervention from another party. Xoserve - acting as the CDSP - raised a derogation to support any parties who had not undertaken relevant entry activities to be registered as CSS Users as they were planning to exit the market.
the derogation has proven very effective, but the CDSP has needed to amend the Supply Meter Point Status to Live to force the RMP Status to Operational to allow the SoLR (or acquiring Supplier) to Register the Supply Point, then Deactivate it. We agree with the current rules that Terminated RMPs should not be subject to Registration due to the risk of Erroneous Transfers. We think that this should be an exception process, and that this should be something that the CSS should be administering. We do acknowledge that as the GRDA (and therefore the CDSP) we require a specific notification of the Deactivation of the site to remove this from Settlement systems. As such, we do consider that one option that could be considered is to continue the existing derogation until a solution is defined. One solution could be continued CDSP amendment of the MP status, but we think that logically the exception process should be managed by the party responsible for Registration - i.e. CSS.
We remind parties that CDSP would be unwilling to accept a 'change of Supplier' identity solution without a defined Registration or Deactivation event.
