Summary
There are organisations that are named in Schedule 12 - Data Access that are not recorded in the gas and/or electricity Data Access Matrix (DAM). This means it is not possible for the Code Manager to provision them access. All organisations listed in Schedule 12 to access data in the REC should have an entry in the Data Access Matrices. This Change Proposal has been raised to review the Schedule and DAMs and take forward the necessary changes.

Updates to the Data Access Matrix
There are organisations that are named in Schedule 12 - Data Access, which are not recorded in the gas and/or electricity Data Access Matrix. This means it is not possible for the Code Manager to provision them access, or the need for a case by case decision by governance bodies.
Delays in the entry process. Lack of clarity on available data.
All organisations listed in Schedule 12 to access data in the REC should have an entry in the Data Access Matrices. This doesn't need to be on a 1:1 case (i.e, one organisation and one entry in the DAM, a User Category in the DAM may represent a number of named organisations), but what access is available needs to be there.
The UKRPA are undertaking activities that relate to the safety of consumers, as well as theft prevention, both of which are very high priority issues.

RECCo's process to reform this access approach will change this, however this change is small so should be done rapidly before this.
