Problem Statement
Updated: 28/04/2023. Following an implementation webinar for R0021 on 2 March, several matters were raised by Parties regarding the solution and the Market Messages that the Code Managers needs to address to ensure that the solution approved by Ofgem can be implemented successfully.
Proposed solution summary
  1. As a premise owner I want to be able to contract with a Safe Isolator Provider (SIP), and for the SIP to be able to provide the service in a fully compliant manner.
  2. As a REC MEM who wants to operate as SIP, I need clarity on the solution and Market Message requirements when I provide Safe Isolation Works to Premise Owners. As a Registered Supplier, I need clarity on the solution and Market Message requirements when my consumers have Safe Isolation Works completed at their Premise Owners by SIPs.
  3. As a Distribution Network Operator, I need clarity on the solution and Market Message requirements when my connected parties have Safe Isolation Works completed at their Premise Owners by SIPs.

Revision of the Implementation Date and approved solution for R0021
In readiness for the release and implementation of R0021 (Allowing REC accredited MEMs to de-energise and re-energise supply points independent of the Supplier) an industry webinar was held on 02 March 2023. Questions regarding the approved solution were raised by Parties. The Code Manager has reviewed these questions and determined changes are required to the approved solution. Therefore, this Change Proposal has been raised to progress changes to the approved solution and defer implementation to 04 November 2023.
Parties require clarity on the solution for R0021 and the subsequent changes they will be required to make to their systems and processes. The changes required to the approved solution need to be progressed appropriately through the REC change process, giving Parties sufficient clarity and lead time for their own implementations.
This urgent change will need to be progressed to delay the implementation, to review the solution, address any points of concern that have been raised, and ensure there is no ambiguity regarding the Market Message requirements. To achieve this, it is necessary to move the release implementation date to 04 November 2023.
Currently only the Registered Supplier can instruct a Metering Equipment Manager (MEM) to work on their metering asset. R0021 aims to allow REC accredited MEMs, acting as Safe Isolator Providers (SIPs), to provide services directly to the premise owners, outside of the Supplier to MEM relationship. This change, together with the related DCUSA Change (DCP394) was approved by the Authority for implementation on 30 June 2023.
