CSS Message Time Stamping
Currently there is no mechanism that allows CSS end users to correctly interpret the order that messages came into effect within CSS. This can result in complications when where end user systems become out of sync with CSS.
CSS end users are unable to correctly determine the order of events, or messages ensure it accurately reflects CSS as the data master.
Each message to be time stamped with the CSS effective date.
Synchronisation issue has been discussed at industry forums and potential solution options workshopped with the Switching Operator and the Technical Design Authority (TDA). This Change Proposal will compliment outcomes to Change Proposals R0080 ‘Failed to Deliver’ and R0096 ‘CSS Regeneration Functionality’.

Priority & timing

Yes
Synchronisation issues form a significant proportion of raised incidents in CSS. If unresolved and switching volumes increase this could result in significant complications for the Switching Operator and impact consumer experience with Switching.
As soon as practicable.
There are synergies with R0080 ‘Failed to Deliver’ and R0096 ‘CSS Regeneration Functionality’, however this Change Proposal should be able to progress independently.
