Review of Schedule 12 and processes to manage access to data
Summary
Since REC go-live in September 2021, Enquiry Service Providers have operated the Enquiry Services processes as effectively as possible, however, overtime gaps have emerged and opportunities to improve have been identified. There have been an increasing number of access requests for market roles that are not reflected in Schedule 12 or the Data Access Matrix (DAM). As a result, it has become apparent there are restrictions on the access to data, and the granting of access to such users can be slow and time consuming. Given the market roles are too narrow at present, this will become increasingly problematic as they do not reflect market roles that could exist in 10 year’s time for example. There is a need to therefore limit ambiguity and reduce number of use cases where judgement is required. This CP will take forward the review of Schedule 12 and any identified changes.

Problem Statement
Organisations with valid use cases for REC data access must raise a Change Proposal as they are not listed within Schedule 12 or the Data Access Matrix. This is a time-consuming process which delays the implementation of the required access and does not promote innovation, competition, and positive Consumer outcomes.
Proposed solution summary
- As a Consumer, I want Market Participants to have the appropriate data access so any issues affecting my energy account can be addressed easily.
- As a Consumer, I want Market Participants to have appropriate data access so that I can benefit from improved product and service offerings.
- As a Market Participant, I want the processes that grant data access to be simplified and adaptable so that valid data use cases are addressed quickly.

Review of Schedule 12 and processes to manage access to data
Since go-live in September 2021, RECCo and its Service Providers have operated the Enquiry Services processes as effectively as possible, however, overtime gaps have emerged and opportunities to improve have been identified.
A review of Schedule 12, and the DAMs has been conducted, with the view to support RECCo’s objective to speed-up access request decisions, facilitate open data where appropriate, and align the access set out in the technology solutions within the DAM.

A review of Schedule 12, and the DAMs has been conducted, with the view to support RECCo’s objective to speed-up access request decisions, facilitate open data where appropriate, and align the access set out in the technology solutions within the DAM.
Use case for access to given data items may be valid, but is not listed within Schedule 12 or the DAM. For organisations to gain access, they must raise a Change Proposal request, which is lengthy and time consuming. This is largely due to the DAMs being inherited by the REC, with the access being defined based on historic use cases. This is as a result does not align with RECCo’s ambition to promote innovation, competition and deliver positive customer outcomes.
Move away from a role based access to data to an ‘open first’ principle based approach.
A wholesale review of Schedule 12 has been conducted, which has involved gathering insight from various stakeholders to understand the limitations of the current state and alignment with the work being progressed by RECCo’s Open Data workstream. A key theme emerged: to drive towards reaching an ‘open first’ principle. The outputs from Open Data Project will be consulted on later in the Summer of 2023, which will be a key driver and support for this Change Proposal.
