Please liaise directly with RECCo on this as they are aware of this change (discussed with Elizabeth Lawlor) DWP (Department for Work and Pensions) had access to EES system who were managing the users on behalf for the Warm Home Discount Scheme which has being running for 11 years. Until now the scheme has been reformed for the next 4 years and BEIS (Department for Business, Energy and Industrial Strategy) has taken full control over the policy area and management of the helpline for the scheme. The helpline agents requested EES access to find out which supplier a customer belonged to on the qualification date and to retrieve the customer’s MPAN (Meter Point Administration Number). The MPAN is shared with the energy supplier as part of the Instruction to Pay to improve the matching success rate. BEIS will need to have access to EES and be able to set up accounts for the helpline team leaders/agents so they can view the information. DWP previously gave Serco access (previous helpline provider), but as the company behind EES has changed, BEIS needs to give the helpline access (this will be a new provider offering the service from November 2022).
