Problem Statement
The current metering arrangements, with separate Metering Codes of Practice, contains duplication and inefficiencies. There are currently four different auditors that undertake accreditation and audit activities across the different schemes. This could mean that a REC Party may require multiple separate accreditations and site audits, resulting in unnecessary operational impacts and costs.
Proposed solution summary
- As a DNO, MEM, AMI or MI, I want all CoP obligations to be clear and transparent, to ensure all obligations placed upon my organisation and operatives are understood and can be met in the most efficient way. As a MEM, AMI or MI, I want metering accreditation and audit activity to be streamlined and duplication removed, so that efficiency is increased, and unnecessary costs reduced.
- As RECCo, I want the metering scheme accreditation and audit arrangements to be managed and delivered in a cost efficient, effective and consistent approach, to ensure the arrangements deliver against the RECCo strategic aims.
- As an Energy Supplier, I want to be confident that my Appointed agents are compliant with all relevant CoP to ensure the safety of my Consumers.

Metering Code of Practice Consolidation Review
Prior to the Retail Code Consolidation metering agents were subject to several different Codes of Practice (CoPs) and associated accreditation and audit regimes. The governance associated with these CoPs were simplified and consolidated under the REC, with a new term of Metering Equipment Manager applying to accredited organisations. The Codes of Practice were ‘lifted and shifted’ and are currently operated on an as-is basis As such the codes of practice are as follows: • Gas Metering Code of Practice (MCoP): This CoP consolidates the metering regimes for AMICoP and MAMCoP. • Electricity Metering Code of Practice (MOCoP): This CoP replaced the MOCoPA accreditation. Under the REC the obligations for DNO’s to receive audits was removed. • Automated Meter Reading Service Provider Code of Practice (ASPCoP). • Smart Metering Installation Schedule (SMICoP). Each of the above codes of practice has a separate scheme auditor that awards and maintains accreditation to Meter Equipment Managers and Approved Meter Installers. There are currently 4 different service providers that undertake these activities across the 4 different schemes. This could mean that a REC Party may require 4 separate accreditations involving 4 separate audits. This is time consuming and costly and therefore, in line with RECCo’s objectives on simplicity and efficiency, RECCo is looking to consolidate the codes of practice into a single set of metering arrangements within the REC with a single audit scheme and audit service provider delivering the accreditation.
The separate codes of practice contains duplication and inefficiencies with the delivery of accreditations.
To consider options and recommend how the existing separate metering codes of practice could be consolidated into a single set of arrangements for metering, that is simplified, proportionate and relevant and can be monitored via a single audit scheme.
As part of the Retail Code Consolidation, Ofgem published that the metering codes of practice would be consolidated into a single set of arrangements, and consulted with industry, to which the wider industry supported.
