Mandating ETTOS follow up
It has been identified that not all ETTOS leads are flowing through into the theft outcome files.
It is uncertain to what degree Suppliers are investigating theft leads.
It would be expected that for every ETTOS lead that is passed out to Suppliers, there would be a corresponding item in the TDIS file stating that it had been investigated. This Issue could replace a minimum performance standard on those leads generated from ETTOS.
This Issue will be discussed at the May, June and July Theft Issues Group with the intention to have a refined solution to be consulted on in September 2024.

It also could be useful in determining the efficacy and value for money of ETTOS and ensure no absolute option to buy out theft obligations with no action

Impacts

Electricity, Gas
Safety
This Issue may complement Improvements to the TDIS which has also been raised as an Issue.
Schedule 7 - Energy Theft Reduction, Schedule 8 - Unbilled Energy Code of Practice
ETTOS investigations will need to appear in the data reported by Suppliers within their TDIS files.
