Problem Statement
The Smart Meter Installation Consumer Survey Specification questions are mandatory for Energy Suppliers to use, but there is no mechanism for Energy Suppliers to raise changes or issues against the questions as they are not held in the REC Baseline Statement.
Proposed solution summary
  1. As a Domestic or Micro-Business Consumer, I want the Smart Meter Installation survey questions to have robust governance, so I have confidence the right KPIs are being monitored.
  2. As an Energy Supplier, I want the Smart Meter Installation survey questions to be governed by the REC Change Process, so I can suggest and provide feedback on changes to them.

Change details

Change Smart Meter Installation Consumer Survey Specification survey questions to a REC Category 2 document
Currently the Smart Meter Installation Consumer Survey Specification are not part of the REC change process
Suppliers and the Code Manager would like to review and amend the questions but cannot as they are not currently part of the change process.
Create a new Category 2 document which holds the Smart Meter Installation Consumer Survey Specification questions.
Historically the smart metering installation survey questions were set out clearly in the Smart Metering Installation Code of Practice. Once this was moved into the REC and then the REC Code of Metering Code of Practice the questions dropped out. However, the questions themselves are still a Performance Assurance requirement.
