Summary
It has emerged that there are data quality issues relating to the Domestic Premises Indicator (DPI) Data Item, where MPxNs have been recorded as having the wrong DPI. This Change has been raised to identify a mechanism by which this issue can be resolved.

Problem Statement
Inaccurate DPI data available within industry data sources can result in less accuracy within REC processes that utilise this data, and poorer consumer outcomes. DPI data accuracy needs to be improved to ensure that industry processes and Consumers are not impacted.
Proposed solution summary
  1. C1 - As a Consumer, I want industry data relating to my energy supply to be accurate, so that I do not experience any issues when switching or engaging with other consumer facing industry practices.
  2. M1 - As a CSS User, I want available DPI data to be accurate, so that when I engage with industry processes that require DPI data, I am confident that I am engaging with the right information. M2 - As the CSS, I want to provide accurate data to CSS Users, so that I am able to facilitate successful industry operations for my Users.

DPI Extract from CSS
The Domestic Premises Indicator was introduced through the faster switching programme and is mastered within the Central Switching Service. It is used to determine whether an MPxN is domestic or non-domestic for a variety of purposes. The indicator can be updated on switching or when the registered supplier becomes aware it is incorrect. Anecdotal evidence has emerged that there are data quality issues within the data. Current this data is not available for the majority of meter points within the enquiry services which prevents action to monitor and/or correct errors in the data.
Based on recent derogation applied to adjust for this issue in the 2024/25 Theft year target setting there are data quality issues on this indicator for over 100k meter points. DPI is used for a variety of purposes including application of different objection windows within CSS and reporting of portfolio data which includes use for the purposes of assigning targets under TDIS. It is expected to become used for additional use cases going forward (e.g. PPM Levelisation, potential evolution of MSC) and hence errors in the indicator can have impacts on REC Parties and consumers. Ultimately parties are significantly impeded from complying with their obligation to maintain the data as per Schedule 23. Lack of available data prevents the Code Manager from further investigating this issue and taking action to drive data quality improvement through the Performance Assurance processes.
This issue requires a range of actions to resolve, however the scope of this CP is limited to requesting an extract/report is made available from CSS to the Code Manager to provide meter-point reporting of DPI. This would facilitate further investigation and quantification of the issue and allow work to be undertaken via existing Data Cleanse activity to improve the quality of the data. The report in the long term could be used periodically to reconcile data with the enquiry services (on the assumption these are the long-term route through which parties access data).

At a minimum this extract will need to include MPxN and DPI. Additional fields for registered MPID (at time of report generation) and date of last DPI update would be useful but should be assessed for cost-benefit. The report will be required to be run periodically, likely monthly during the initial period (at least until MHHS go-live or other action taken to update the enquiry services). This extract will be subject to subsequent processing by the Code Manager so format should be based on consumption into a database not human usage - i..e NOT excel or similar but a flat file (e.g. csv), XML or JSON for example.
MHHS has activity planned to require a limited amount of data cleanse and to facilitate a bulk load of data to the enquiry services. The CSS extract that will be required to facilitate the bulk load of data is likely to be significantly similar to the extract required for this exercise and hence reuse may be possible.
