Problem Statement
Identify card inconsistencies can result in Metering Scheme Auditors and Consumers not being able to reliably verify a Meter Operative’s identity. If Consumers and Metering Scheme Auditors are unable to verify the Competent Person’s identity there could be delays to audits being completed, on-site work being carried out, safety risks or a reduction in consumer trust and confidence.
Proposed solution summary
  1. As an electricity Consumer I want to be able to verify the attending agent’s identity so I can feel safe at my Premises whilst work is completed and trust the Energy industry to care about my safety.
  2. As an electricity Consumer I want to be able to verify the attending agent’s identity so that work can be completed efficiently, without delay or confusion.
  3. As an Electricity Supplier I want my Appointed Metering Equipment Manager to be identifiable when attending Consumer Sites to retain Consumer confidence, trust and for works to be completed without delay.
  4. As a Metering Equipment Manager, I want clarity around the requirements regarding identity cards to be clear so that I can assure compliance and easily identify myself to consumers at site.
  5. As a Metering Scheme Auditor, I want clarity on appropriate identity requirements so I can confidently validate a Metering Equipment Manager’s identity during a site audit.

Change details

Minimum Identification Requirements in the Meter Operation Code of Practice.
Further clarity is required on the minimum standards for identity cards under MOCoP, to enable increased auditor and consumer confidence.
With no minimum standards for identification cards, there are potential risks of access to Consumer’s Premises by people who are not authorised to be there. If consumers or auditors are presented with identity cards which are expired, illegible or not for the company they are representing, there is reduced confidence that the agent is the correct responsible party to be completing the required activity.
Minimum standards or best practice should be detailed within MOCoP to provide clarity on the expectations for identity cards.
This issue has previously been raised and discussed at the Meter Operator Code of Practice Agreement (MOCoPA) meetings of the Auditors and the All Parties Working Group (APWG) between December 2019 and December 2020. The change was deemed to be non-urgent and waiting for the transfer of the code of practice to the REC.
