Summary
As part of Market Wide Half Hourly Settlement (MHHS) design, the requirement to provide Data Item Effective from Settlement Date {REGI} (J0049 / DI50025) in the Notification of Meter Operator, Supplier and Metering Assets installed / removed by the MOP to the MAP Market Message (D0303 / MM00240) has been changed from mandatory to optional. This means Meter Asset Providers (MAP) may not receive it.

Latest Update
29/04/2026 - This Issue has been withdrawn by the Proposer, as there was not a strong preference amongst MAPs of which temporary solution option (if any) should be progressed. Many MAPs already have workarounds in place, and a permanent solution is expected to be progressed in the future through a joint REC / BSC change. The adoption window has closed.

Problem Statement
The Effective from Settlement Date {REGI} Data Item being optional rather than mandatory inside the Notification of Meter Operator, Supplier and Metering Assets installed / removed by the MOP to the MAP Market Message means that MAPs may not receive this information required for billing purposes.

D0303 flow following MHHS design changes
As part of Market Wide Half Hourly Settlement (MHHS) design, the requirement to provide a data item (J0049) in the D0303 flow is being changed from mandatory (as now) to optional.
This means Meter Asset Providers (MAP) and other agents who use the information in this flow may not receive it.
One of the data items included in the J0049 part of the D0303 flow is the effective from settlement date (i.e. the supply start date), this is needed by a MAP as it starts the association between the meter and the MPAN, which allows MAPs to start, amend or stop billing the supplier for the respective meter. This change will impact the ability of MAPs to accurately bill suppliers.
The requirement to complete the D0303 flow, specifically the J0049 field, should be reverted back to mandatory.
The change in status from mandatory to optional was completed as part of the MHHS design. An issue was identified that the incoming Metering Service will no longer have access to the Supply Start Date when the Metering Service is appointed. The legacy D0148 and D0155 flows contain this information, but the replacement IF-033 and IF-036 messages do not.
As such, DIN-435 was raised and a consequential change implemented by RECCO to make the change to the optionality of J0049 (Effective from Settlement Date).
There is a risk that MAPs will not therefore have the required information needed which will impact accurate billing of the respective supplier, which is a significant issue.
