Transfer of Standard Settlement Configuration and Time Pattern Regime Data Item Ownership
Summary
From MHHS go live (M8), responsibility for maintaining the SSC and TPR valid set will transfer to the REC Code Manager. Without an associated change to ownership of the specific data items, cross governance issues will arise delaying the resolution of future changes to the use of SSC and TPR data in enduring retail processes.

Transfer of Standard Settlement Configuration and Time Pattern Regime Data Item Ownership
The Balancing and Settlement Code (BSC) currently includes provisions for the maintenance of Market Domain Data (MDD). The Market-wide Half Hourly Settlement (MHHS) Programme is replacing MDD with Industry Standing Data (ISD). ISD will include data required to support the enduring settlement arrangements.
The valid set for Standard Settlement Configuration (SSC) and Time Pattern Regime (TPR) data is currently included within MDD and is used to support a number of retail activities. The MHHS arrangements do not utilise SSC or TPR data, however it has been recognised within the MHHS design that Suppliers need access to SSC data, with this item captured in key MHHS interfaces. The sharing of TPR data has been captured in the Notification of Old Supplier Information (NOSI) flow as part of the REC Data Transfer Network changes.
To support retail activities, the MHHS Programme has also confirmed that a static version of MDD will be retained for 5 years and visible to industry participants. However, this will not be actively managed, with no opportunity for new valid combinations to be added under the BSC. As a result a consequential MHHS change was agreed via the MHHS Consequential Change Issues Advisory Group (CCIAG) and subsequently the REC MHHS Stakeholder Advisory Group (MSAG) that maintenance of a valid set of SSC and TPR values would become a REC obligation with a clause added to REC Schedule 14 placing an obligation on the REC Code Manager to maintain a Meter Configuration Table defining a valid set of SSC and TPR data items.
As a result of this transfer in responsibility, it is proposed that ownership of the following data items should transfer from BSC to REC: · Standard Settlement Configuration Description (DI50036) · Standard Settlement Configuration (DI50037) · Time Pattern Regime (DI50039). This will provide clarity to industry over the governance of SSC and TPR data (recognising the enduring REC role in managing the associated valid set) as well as facilitating any future changes required to support the use of SSC and TPR data in enduring retail processes.
