C21 to be introduced into STIRG Document
Summary
This change proposes to add a new category 3 asset condition code to the Guidance for Service Termination Issue Reporting (STIRG) document, to allow Meter Operator Agents (MOAs) to report to the Distribution Network Operator (DNO) where the meter supply neutral is fed via a shared additional N/E block without having to abort the meter work.

C21 to be introduced into STIRG Document
Having to abort smart electric meter installations as a B07 asset code where the meter supply neutral is fed via a shared additional N/E block. The C21 asset code was agreed by the ENA parties some time ago but this change is still yet to be released.
This is resulting in multiple repeated aborted installations, which is impacting the RTS removal programme
The release of C21 to replace the relevant B07 scenarios
