Introduction of a new Meter Asset Condition Code
Installation of a Smart Meter cannot be completed when there is a suspicion of asbestos in the metal encased cut-out for an electricity supply. When identified, Suppliers report this matter to the DNO as an Asset Condition Code C06 (Metal encased cut-out) which makes no mention of a concern about the possible presence of asbestos and a C code report is, by definition, for Information Only. The DNO may not attend to deal with the issue on the basis of a code C notification. This can leave Consumers in a situation where a Smart Meter cannot be installed, but the work to resolve the issue is not being undertaken.
This issue prevents the installation of Smart Meter.
The introduction of a suitable B code reporting descriptor that describes the situation that has been encountered and that will prompt the DNO to take the necessary action to address the problem.
Currently the use of the reported code of C06 is correct. There is no category B relating to suspected Asbestos. A12 relates to damaged asbestos components, or C11 relates to an asbestos component identified or C16 for distribution equipment mounted on an asbestos back board.
When a supply does have a definite metal-encased cut-out, with the asbestos being only a suspicion, this would be confirmed when the Category C was investigated by the DNO.
