MM00023 /D0135 - Asset Condition Report clarification of intent on R0021/R0101
Summary
REC Changes R0021 and R0101 introduced Scenario Variant SV00493 (Safe Isolation Provider (SIP) to Supply Fault Information Centre (SFIC)) to the Asset Condition Report Market Message (MM00023/D0135) which sets group 60H range to 0-*. It has been queried with the Code Manager if this was in error, as SIPs and Meter Operator Agents (MOAs) should act in the same manner when sending D0135 flows.

Problem Statement
The differences between the Scenario Variants of the MOA, SIP, CMRM, Advanced Meter Service and Smart Meter Services in the D0135 flow could lead to confusion, as these Parties are meant to operate in the same manner in respect of sending the D0135 flow.

MM00023 /D0135 - Asset Condition Report clarification of intent on R0021/R0101
To discuss alignment between two existing scenario variant flow structures.
Presently SV00025 (MEM to SFIC) SV has group 60H (Asset Condition) range set to 1-1. R0021/101 introduced SV00493 which sets group 60H range to 0-*. It was queried with the Code Manager whether both the SIP and MEM should act in the same manner when issuing the D0135/MM00023 flow to the SFIC (Supply Fault Information Centre). The Code Manager took this to the April Metering Expert Panel Committee to discuss further. Members agreed that the flow structures between the MEM and the SIP should be aligned. Additionally, Section 21 (Safe Isolation Provider (Electricity only)) of Schedule 14 - Metering Operations does not state that a SIP should issue a D0135 flow to the SFIC.

The current range associated to the SV00493 (SIP to SFIC) of 0-* means the group is only optional to be issued within the flow. If they are conducting the work on site, and issuing the Asset Condition Report, then this range does not prevent them from completing that action, it should be agreed via industry whether amending the group range for 60H to align to SV00025 (1-1) is appropriate in all instances as this group would then be a mandatory field. Additionally, there is no further guidance within the legal text regarding the permissable options of when a SIP would issue a D0135 flow.
Discuss whether an amendment to align SV00025 and SV00493 is appropriate. Further guidance within schedule 14, section 21 interface tables to support parties.

Balancing and Settlement Code (BSC)
SV00025 (MEM to SFIC) is a BSC owned variant. Whereas SV00493 (SIP to SFIC) is a REC owned variant of the D0135 so there is cross-code impacts.
