Solution development

Problem Statement
At go-live for REC v3.0 the ‘Community View’ access to data in the GES, previously available via the DES under the UNC, was inadvertently removed. MEMs used this data in a number of processes, including validation of site details prior to metering works – particularly for emergency work, and the resolution of invoice queries from Suppliers. Without access to this Enquiry Service Data, MEMs are unable to complete activities that are central to their operations, including checking site details prior to attending emergency metering works. This has the potential to have a direct negative impact on the experience of metering works for Consumers, and in in some cases, continuity of supply and safety could be at risk.
Proposed solution summary
  1. As a Consumer, I want a Metering Equipment Manager to be able to access and validate my site details, ahead of their arrival on site for planned or emergency metering work, so that I do not experience any delays in work being completed and can have continuity of supply.
  2. As a MEM, I want access to sufficient data for sites where I am not the Appointed MEM, to enable me to complete pre-metering works validations of the site details, so I can undertake these works correctly and safely.
  3. As a MEM, I want access to data for sites where I am not the Appointed MEM, so I can confirm de-appointments and answer invoice validation queries.

Release of Community View Data Items to MEMs
Prior to REC v3 Go Live MEMs were able to access their portfolio data via an address search screen in the Data Enquiry Service that meant that they were able to access limited 'Community' view data that met the address search criteria. 'Community' view is access that a party is afforded where they are not appointed at the Supply Meter Point.

This access was inadvertently removed as part of the system enhancements undertaken to migrate from DES to the GES Online Service. MEMs used this information to be able to assess whether they had been de-appointed at site, but also to validate site information in advance of undertaking metering works (including in emergencies). As part of migration to the GES Online Service the address search functionality was inadvertently withdrawn and we have been requested to reinstate this. The above data access was not represented in the Data Permissions Matrix in the UNC.

This proposal requests that the following data items need to be added to the DAM: - Meter Point Location (MPL) Address (including Postcode); - Large Supply Point Indicator; - Meter Serial Number; - Supply Meter Point Status; - Meter Asset Status; - Meter Serial Number and - Network Name / Short Code. Industry participants need to assess the request to reinstate this access to MEMs.
This restricted view is impacting MEM processes for managing metering work, and allowing MEMs to validate customer invoicing queries (e.g. if they have been de-appointed at the site).
Amendment to the DAM to reflect that the MEMs may have a limited Community view. Industry participants need to assess the request to reinstate this access to MEMs.
This information allows access to information to MEMs when they are booking jobs out of hours - including in emergency situations. This information enables MEMs to perform issue resolution activities - including those that support Billing accuracy - as this additional information allows MEMs to assess where they have been deappointed.
