Addition of Export flag in D0303 flows
Summary
The Market Message (D0303 / MM00240) responsible for informing Metering Asset Providers (MAPs) of Metering Equipment installation is generating a lot of queries and exceptions due to Export MPAN creation. This is requiring MAPs to manually investigate whether a D0303 showing a Metering Asset being installed against a second Metering Point is a correction or the creation of an Export MPAN that can be ignored. Due to the growing uptake of microgeneration this is a problem that is growing in volume.

Problem Statement
MAPs must manually check D0303 Market Messages received with duplicated Metering Equipment (e.g. duplicated Meter Serial Number) to ensure they hold the correct Metering Equipment against the correct Metering Point. For Export Metering Points using the same Metering Equipment as the Import Metering Point, this manual check results in no action needing to be taken.

Addition of Export flag in D0303 flows
flows responsible for informing MAPs of installation are being polluted by Export MPAN creation.
The impact to MAPs is currently a requirement to manually investigate whether or not an installation flow showing an asset being stalled in a second location is a corrective flow on an asset or a flow that can be ignored. Due to the growing affordability of microgeneration this is a problem that is growing in volume.
a flag indicating whether or not an MPAN is an export MPAN to be included in the meter point details.

Whilst this change has minor impact to consumers, it will allow MAPs to more accurately bill the correct supplier, and reduce the likelihood of inaccurate bills created by export MPANs being treated as import.
