MHHS Related Metering Points across Market Segments
Summary
It has been identified by the MHHS Data Cleanse Working Group (DCWG) that around 9,000 existing Metering Point Relationships include Metering Points that would migrate into different Market-wide Half Hourly Settlement (MHHS) Market Segments. The majority of these are where one Metering Point has a Traditional meter installed (Smart Segment) and a Related Metering Point has an Advanced meter (Advanced Segment). This situation is currently valid but in MHHS would cause two problems. - SMRS would not be able to align the agent appointments, leaving secondary MPANs without agents and MHHS Migrations unable to fully complete.

Problem Statement
Without considering this Issue, there will be a risk to the MHHS migration. Indeed, a Metering Point installed which does not match its Related Metering Point (for example a Relationship between a Traditional meter with an Advanced Meter) will not be able to fully migrate to MHHS arrangements.

MHHS Related Metering Points across Market Segments
- The REC MHHS drafting for Schedule 28 groups Related MPANs as Advanced or Smart, with no recognition of relationships crossing market segments.

This situation is currently valid but in MHHS would cause two problems.
- SMRS would not be able to align the agent appointments, leaving secondary MPANs without agents and MHHS Migrations unable to fully complete.
- The REC MHHS drafting for Schedule 28 groups Related MPANs as Advanced or Smart, with no recognition of relationships crossing market segments.
Without resolution this issue will potentially prevent some Metering Points migrating fully to MHHS arrangements, causing a risk to the MHHS migration.
A number of solutions are possible to resolve this issue:
- Maintaining the existing obligations which would mandate that Suppliers would need to ensure the Meter Points would migrate into the same Market Segment.
- Adding rules so that in the event of split Market Segments the Relationship would default to a particular Market Segment. (Similar to what happens where different meter types are present on the same Meter Point.)
- Amending the requirements so that split Market Segments are possible. The alignment of agent appointments to the Primary Meter Point would need reviewed if this option was taken forward.
There would be a further option to break the Relationship, however this would adversely impact Switching processes.
