Annual Address Management Plan Updates
Address management is the responsibility of DCC, with support from REC Parties. There has been progress resolving address data issues, but there is no mechanism to clearly establish code level targets for address improvement, or overall market performance.
There are gaps in the Code requirements surrounding the annual address management plan which have resulted in inefficiencies and differing interpretations of the obligations. As such progress on cleansing address data may be hampered.
Legal text has been provided which aims to clarify the steps and the Code Manager obligations allows for an efficient annual process. It also sets the governance framework for I0200 by establishing but not populating the assurance framework for REC Parties on the REL.
This solution was originally included within the I0200 remit. However, following discussions at REC PAB, with the CSS Service Provider, RECCo and the Code Manager it was agreed to provide this clarification sooner to ensure the 2026 annual plan would have clear steps to follow.

I have previously shared DCC's address management plan on the REC Portal as background, and consultation responses to this. Please refer to this information. We think this is a REC Issue that needs shared development. We think that this will result in changes that require the PAB to take action and therefore require that the PAB is responsible committee.
