Solution development

Problem Statement
The implementation of Change Proposal R0044, will result in the Central Switching Service (CSS) providing an asynchronous response to the Electricity Retail Data Service (ERDS) upon a successful, or unsuccessful Smart Meter Data Retriever (SMDR) appointment within the SMDSP. This will significantly increase the volume of CSS messages, as there is currently no mechanism for the CSS to recognise when a response is required. The increased volume could have a significant impact on central system performance.
Proposed solution summary
  1. As the CSS Provider, I want to be able to identify which appointment messages received from ERDS require a response, so that I can confirm whether the appointment was successfully made in SMDSP
  2. As the ERDS Provider, I want to be able to indicate which appointment messages I need to receive a response for, so that I can understand which appointments have been successful in the SMDSP
  3. As an Electricity Supplier, I want Supplier appointments in the ERDS to match those held in SMDSP

Consequential Change for CSS Smart Meter Data Retriever Appointments
R0044 Detailed Design Activities undertaken by the CSS Provider identified a consequential change to the Electricity Retail Data Service (ERDS) adapter services that is required for the R0044 design to deliver the agreed requirements. Delivering the R0044 requirement for the CSS to provide an asynchronous response upon a successful, or unsuccessful SMDR appointment within the SMDSP will significantly increase the volume of traffic which could impact on system performance, as there is currently no mechanism for the CSS to recognise when a response is required.
There is a significant delivery risk to the R0044 solution and by extension the MHHS TOM, should the consequential change not be implemented alongside the R0044 solution.
Implementation of a mechanism to allow for identification of SMDR appointment messages that requires an asynchronous response. This will require the introduction of an ‘acknowledgement required flag’ data field to the RECM_SN_CSS00200 (SupplierArrangedAppointments) and REC_SN_CSS03050 (Smart Metering Registration Event Synchronisation), so that the data owner (ERDS) can specify when it requires a response.
The Code Manager held several workshops with the CSS Provider, Electricity Retail Data Agent (ERDA) and the SMDSP Provider, with all parties agreeing that the outlined approach would be preferable to ensure the R0044 requirements could be delivered in full.

Priority & timing

Yes
It is a dependency for successful implementation of high priority Change Proposal R0044 and, by extension MHHS programme.
Change Proposal should be progressed as soon as reasonably practicable to ensure that the MHHS delivery timetable is not negatively impacted. The ERDA has noted that it is currently targeting January 2024 for entry into MHHS System Integration Testing (SIT). The solution for this CP will be required ahead of ERDA entering MHHS SIT. Implementation, and release planning, will need to be aligned to the MHHS milestones and R0044.
It is a dependency for R0044, but currently unaware of any dependencies on its progression.
