Problem Statement
There are cases where Energy Suppliers (or its Revenue Protection Agent) have provided the Network Parties with minimal information and no photos following Site visits for Theft in Conveyance, which results in additional time for Energy Theft Desktop Investigations and additional costs where jobs are raised for attendance that aren’t always needed.

Obligate Energy Suppliers to provide photo evidence of Theft in Conveyance to Network Parties
Suppliers should be included in this obligation so that suppliers and DNOs both have an obligation to notify each other of energy theft/tampering. The current proposal is one-sided toward DNOs but we feel that suppliers should also be included on this for both fairness and transparency, so that both parties receive detailed notifications and can action accordingly.
Similarly to the reasons why Suppliers have raised IO253, we too have had cases where Suppliers (or its Revenue Protection Agent) have only provided us (the DNO) with minimal information and no photos which results in additional time for desktop investigations and additional costs where we raise a job for our attendance that aren't always needed.
IO253 to include Suppliers so they also have the same obligation as DNOs which consequently ensures that all energy theft/tampering is being reported, regardless of who the obligation owner is to investigate and resolve the allegation.
Discussed on the TIG call on Wednesday 29th October 2025 when Lydia was updating us on the change proposal on IO253 and I asked if this change can be put on Suppliers, as well as the DNO as we (the DNO) experience the same issues as Suppliers do.
