Registration Id Required for MHHS Appointments
Summary
The RegistrationId (DI90043 / DI849) is required by SMRS to be included in the IF-031 'Supplier Agent Appointment Request' Market Message to allow the SMRA to process the appointment request. However not all Suppliers hold the RegistrationId for all Meter Points, in particular those that have not undergone a Registration managed by the Central Switching Service (CSS)

Problem Statement
Not all Energy Suppliers hold the RegistrationId for all Meter Points, particularly those Meter Points that have not gone through a Switch, i.e. have not undergone a Registration managed by the CSS. The RegistrationId is currently only available where a Metering Point has been through a CSS managed Registration. Without the RegistrationId available to Energy Suppliers, not all Metering Points will be able to migrate putting the MHHS Migration and Milestone M15 at risk.
Proposed solution summary
- As part of the solution for REC Issue I0296 - Registration Id Required for MHHS Appointments the REC Code Manager have developed a process to provide Energy Suppliers the Registration Id for Metering Points that have not been through a Central Switching Service (CSS) Registration Managed Switch. This is to allow Energy Suppliers that may not hold the Registration Id for these Metering Points to populate the Market-wide Half Hourly Settlement (MHHS) Agent Appointment Messages required to initiate a MHHS Migration.

Registration Id Required for MHHS Appointments
The RegistrationId (DI90043 / DI849) is required by SMRS to be included in the IF-031 'Supplier Agent Appointment Request' Market Message to allow the SMRA to process the appointment request. However not all Suppliers hold the RegistrationId for all Meter Points, in particular those that have not undergone a Registration managed by the Central Switching Service (CSS)
Suppliers are not able to action an agent appointment for impacted Metering Points in MHHS arrangements. This includes initiating an MHHS Migration.
Two solutions have been considered so far:
- Making the RegistrationId available on the EES Portal for all Metering Points (It's currently available where a Metering Point has been through a CSS managed Registration)
- The RegistrationId to be provided / made available on request for Suppliers to populate their systems,
- Making the RegistrationId available on the EES Portal for all Metering Points (It's currently available where a Metering Point has been through a CSS managed Registration)
- The RegistrationId to be provided / made available on request for Suppliers to populate their systems,
Although the group holding the data item is non mandatory within the IF-031, St Clements have confirmed that holding this item is intergral to how the MHHS version of SMRS works. Elexon are processing a CP to amend the IF-031 to clarify this.

Secondary impacts on Data Services and MOAs who will receive the appointment and to DNOs in their role of SMRA in processing the message.

IF-031 is a BSC owned file and the change is for Suppliers to be able to meet their MHHS Migration obligations.

Priority & timing
No
The issue is preventing Metering Points migrating to MHHS now and will have more of an impact as time goes on. An urgent solution is required even if this is an interim one.
