At its meeting in November 2025, the REC MEP asked the code manager to review the MEP Terms of Reference. The Code Manager presented its findings to the REC MEP meeting in December 2025 and agreed to take a change to the change Panel to put these changes into effect. This Change Proposal proposes an amendment for the voting structure for Proposal Plans only, and will be reviewed by the REC Change Panel for voting on 20 January 2026.
