Improved Validation for DI51599 - Electricity Smart Meter Equipment (ESME ID)
A DNO has raised an issue with the ESME ID data stored in MPRS. Some of the ESMEs are passing MPRS basic validation but are being rejected by the proposed Metering Service preventing a change of service (Rejection of IF-033 with IF-035 Response R).

Preventing Metering Services from accepting IF-033 appointment requests due to an invalid ESME. Requires the currently appointed Metering Service to correct the data via an IF-005.

MPRS can be enhanced to adopt the validation performed by Smart DCC where an ESME is made up of three components:
Organisation Unique Identifier
Manufacture Model or Device Type
Unique Serial Number
The ESME would need to be validated against a standing data set provided to MPRS
