REC Issue
See also: REC Issue
A REC Issue is a problem that affects the rules or principles of the Retail Energy Code (REC). It can be related to the legal, regulatory, or policy aspects of the code. A REC Issue may become a Change Proposal in accordance with the Change Management Schedule. The Code Manager can help to define a solution or identify if multiple solution options could be considered and will utilise established working groups and Subject Matter Experts to harness the industry’s expertise to find the most appropriate solution.
Change Proposal
See also: Change Proposal
A Change Proposal is the means to amend the REC as set out in the Main Body of the REC Code or the Change Management Schedule. A Change Proposal may be submitted with a developed solution or may be transformed from an Issue in accordance with the Change Management Schedule. Any interested person, stakeholder, REC Party or the Code Manager can raise a Change Proposal if they believe they have a developed solution that appropriately addresses their problem.
Raising a Submission
To raise a submission into the Change Management Team, proposers should use the online form.
Once the form is submitted, it will be reviewed by the Change team. The proposer will usually be told of a decision to accept or reject the submission within five working days. If longer is needed, they will be advised of the timeline and the reasons for the extension.
When a submission is accepted, it will be assigned a reference number (starting with an ‘I’ if accepted as an Issue or an ‘R’ if accepted as a Change Proposal), and a page will be created on the Change Register to hold the relevant information. This page will be accessible through the REC Portal.
The Code Manager welcomes a conversation with any proposer if they wish to raise an issue or a change. The Code Manager can help decide the most appropriate route to resolve an issue and can help clarify understanding. The Code Manager may also already be exploring a similar issue so it can be efficient to engage in a conversation.
