The Domestic Premises Indicator (DPI) is required by the Central Switching Service (CSS) to identify premises where energy is supplied via a domestic contract. The indicator is held within CSS and is updated by the Registered Supplier. Within Electricity Enquiry Service (EES) and Gas Enquiry Service (GES) the Domestic Premises Indicator is shown as either F to represent that the supply of Energy is not related to a Domestic Premises or to T showing that it is a Domestic Premise.
Change of Domestic Premises Indicator
As the Data Master for the DPI, the Registered Supplier is responsible for the accuracy of the data item and should update the indicator when it becomes aware that it is not correct by submitting a Change of Domestic Premises Indicator Request to the CSS Provider.
As per the relevant Supply License, premises covered by a non-Domestic Supply contract or multi-site contract should not be classed as domestic, regardless of the nature of the specific premises.
When a new Metering Point is created, the DPI will not be populated until it is registered by a Supplier and the DPI set through the Initial Registration process. Until this happens, the Electricity Enquiry Service (EES) will display the DPI for the Metering Point as an undefined value in the Portal/GUI and a 'null' value in the API.
A Change of Domestic Premises Indicator Request should be sent on the day that the Registered Supplier becomes aware of a historic change, or on the date when a planned change becomes effective. The DPI cannot be retrospectively corrected.
Where a change of DPI is accepted the CSS Provider will send notifications and synchronisation messages to the relevant parties.
The status of the DPI should not prevent a new switch or initial registration from taking place. If an Energy Supplier disagrees with the values they can amend the DPI once they are the Registered Supplier following the process for amendment.
The full process for change of DPI is outlined in the interface table provided in Section 16 of Schedule 23 - Registration Services.
Data Cleanse before Market-wide Half Hourly Settlement Go-Live
The DPI is a new data item in the Meter Point Registration Service (MPRS). It has needed to be populated by each Distribution Network Operator (DNO) – in their role as Electricity Retail Data Agent (ERDA)/ Supplier Meter Registration Agent (SMRA) – for each Metering Point within their portfolio ahead of go-live. This ensures that each Metering Point can operate correctly within the Market-wide Half Hourly Settlement (MHHS) arrangements.
As part of the cutover activities for MHHS systems go-live, the MHHS Programme coordinated data cleanse activity for the DPI, where each DNO and the Electricity Enquiry Service has populated the DPI for each Metering Point based on a single extract from CSS. This activity included population of the DPI in EES by default for New Connections that were not yet registered. In this instance, Suppliers should update the DPI in CSS on Initial Registration as normal.
