Potential Consumer detriment for Smart Economy 7
There is a potential for Consumer detriment under the Market-wide Half Hourly Settlement arrangements where a customer unknowingly selects a tariff (i.e. single rate) where they have an Economy 7 type configuration on a Smart meter for water/storage heating.
It is not uncommon for customers to not fully understand their home metering / electrical heating set-up and therefore for Smart E7 customers there is a risk that some may not select the most favourable tariff for them. This is particularly problematic for customers who rely on the E7 tariff for their heating circuits to work at night, and as a result of selecting the wrong tariff their heating does not function. There is no way to mitigate incorrect sales under the current MHHS design.
Under the non-MHHS market arrangements identifying Smart E7 set ups is managed using Profile Class (PC) 2 and knowing that the meter is Smart.
In MHHS arrangements, the PC is not necessarily maintained and there is no visibility of the active registers from the Losing Supplier. The PC is not mandatory for Smart meters.
There is no opportunity for a Gaining Supplier to make a customer aware of the potential detriment that signing up to a specific tariff may have and suggest a more relevant tariff.
A solution is required that enables a Supplier to identify a Smart E7 Consumer during the Switch process to ensure they can offer the correct tariff and prevent consumer detriment.
This issue was taken to the REC Issues Group on 14 November 2025 and was supported as requiring a solution to be explored.
