Import / Export MOA Charging Clarification
Summary
BSC Mod 459 and REC CP R0144 were raised to allow different MOAs to be appointed for the import and export MPANs on a shared meter. One of the justifications for this was to stop export suppliers being charged inflated rates. Both changes have been placed on hold due to the MHHS Programme so this change has been raised to specifically resolve the charging issue.

Problem Statement
Where the same electricity Metering Asset is being used for the measurement of Import and Export for more than one Metering Point, the Export MOA must be the same as the Import MOA. This may result in uncompetitive charging by the MOA, as the Export Supplier has no choice in their appointment.

Import / Export MOA Charging Clarification
BSC Mod 459 and REC CP R0144 were raised to allow different MOAs to be appointed for the import and export MPANs on a shared meter. One of the justifications for this was to stop export suppliers being charged inflated rates.
Both changes have been placed on hold due to the MHHS Programme so this change has been raised to specifically resolve the charging issue.
Both changes have been placed on hold due to the MHHS Programme so this change has been raised to specifically resolve the charging issue.
Export suppliers may be being charged inflated MOA charges by the import MOA. The export supplier has no choice but to appoint the export MOA, as set out in Schedule 14.
Update Schedule 14 clause 2.4 with the following:
2.4A Where the same electricity Metering Asset is being utilised for the measurement of Import and/or Export for more than one Metering Point, the appointed Meter Operative Agent shall, so far as reasonably practicable, treat all Suppliers in the same manner as regards costs charged by it.
2.4A Where the same electricity Metering Asset is being utilised for the measurement of Import and/or Export for more than one Metering Point, the appointed Meter Operative Agent shall, so far as reasonably practicable, treat all Suppliers in the same manner as regards costs charged by it.
This solution has already been discussed with the proposer of P459 and R0144 who has confirmed that, if implemented, it would resolve the charging issue they flagged.
The solution has also been raised with Elexon and the REC legal support.
The drafting used is similar to an existing clauses 21.5.1 and 21.5.2 within CoMCoP.
