The Change also corrects an incorrect reference made to Schedule 12 for this process, correcting it to the Data Access Matrix. To add as section 6.1 b.: “For each new Enquiry Service Users or User Category, as defined in the Data Access Matrix. RECCo will consider whether to apply service charges. Where RECCo, in its absolute discretion considers service charges to be applicable to the applicant, it apply the charges set out below. RECCo will also apply any other charges which it incurs as a result of access being granted in accordance with the principles set out in Schedule 12: Data Access Section 13 Additional Services” The document has also been further proofread to correct a small number of typos in the document.

28/06/2024 - Change implemented as part of the June 2024 REC Release
Summary
Meter Asset Providers (MAPs) can query the Gas Enquiry Service (GES) as part of their billing process to establish the Registered Gas Suppliers of their portfolio of Metering Assets. The reports via which MAPs can query the GES are not currently working exactly as intended due to incorrect wording in the GES Definition; this change seeks to rectify that.

Proposed solution summary
- As a Registered Gas Supplier, I want to receive accurate invoices from MAPs for use of their Metering Assets, so that I am not over or under charged. 2 - As a MAP, I want to be able to access accurate information about my portfolio so that I can be correctly remunerated by Suppliers. 3 - As the GES Provider, I want the reports that I am obligated to provide to be correctly defined, so that I am able to provide accurate data to MAPs regarding their portfolios.

Problem Statement
The GES Service Definition defines two reports that MAPs can use to query the CDSP to find out which Registered Gas Suppliers supply Metering Assets in their portfolio, so that they can bill them. Due to a drafting error in the GES Service Definition, this report is not working as intended, and MAPs are not able to ascertain the Registered Gas Supplier for their entire portfolio. This change seeks to rectify the drafting error and restore the intended functionality of the two reports.

Summary
Process 4 was managed by the REC Performance Assurance (RPA) team and RECCo as an interim solution to ensure enquiry service data access requests were processed and access was provisioned prior to the implementation of R0118. The next steps to close these requests is to reflect the approved access within the REC documentation. Process 4 is still running temporarily whilst it concludes the use cases that were already in-flight. Following these being finalised, all data access requests will follow the new process implemented post R0118.

Summary
XRN5605 – Amendments to the must read process was raised to deliver the requirements of IGTUNC Modification 159V – Amendments to the must read process. This will add the following data attributes to the Data Permissions Matrix (DPM) which should then be reflected within the REC Gas Data Access Matrix (DAM). This is an administrative only change and no REC Parties will have access to this data, only the Performance Assurance Framework Administrator (PAFA). If REC Parties see these additions to the DAM as valuable and wish to make a use case for access, this would be dealt with as a separate change.

08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes

Proposed solution summary
- As a Consumer, I want the CRS Provider to provide an effective service so that my Switch is not delayed.
- As the REC Code Manager, I want to ensure the CRS Provider has appropriate SLAs set, which incentivises the effective functioning of the Switching Service.
- As the CRS Provider, I want to ensure that the appropriate SLAs are in place to incentivise the effective functioning of the Switching Service and if these SLAs are not met by the CRS Provider, the commercial impact is proportionate to the detriment experienced by CSS Users and Consumers.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.

Summary
In line with the Theft Detection Incentive Scheme, the Code Manager has reviewed the Theft Target Methodology, and made the following changes: • The incentive pots have been split further by Meter Type: o The Domestic customer segment pot has been split by Smart and Non-Smart Meter Type. • The Theft Detection Value has been adjusted in v2.1 using October 2023 Consumer Price Index (CPI) figure plus a 20% escalator mechanism increase for illustrative purposes. For the final version post-consultation, this will be updated using the December 2023 CPI. The Theft Targets have been split further by Meter Type: o The Domestic customer segment target has been split by Smart and Non-Smart meter type. A weighting has been applied to the Domestic targets to focus target on Non-Smart metering. • The Attribution Methodology has been amended to include additional steps to obtain data from EES and GES for the purpose of assigning targets for Smart/Non-Smart splits. This change will include the update to the REC Baseline Statement to reflect the new document version.
