Summary
This proposal introduces a formalised “Sweet Treat Reward System” within the REC governance framework, whereby participants are recognised with confectionery based incentives for timely delivery, high quality submissions, and proactive engagement in the change process. The change aims to improve stakeholder participation, reduce consultation fatigue, and enhance overall delivery performance by introducing a light-touch behavioural incentive aligned to existing governance activities.

Proposed solution summary
The proposed solution is to introduce a new REC provision establishing a “Sweet Treat Reward System” (STRS), creating a light-touch, non-financial incentive mechanism linked to existing change process activities. This would require updates to REC governance documentation (e.g. Change Management schedule and supporting guidance) to define eligibility criteria, reward thresholds, and roles, with the Code Manager responsible for administering and maintaining the scheme and recording outcomes within the REC Portal. End-to-end, the solution would operate by linking stakeholder behaviours (e.g. timely consultation responses, active participation in CIG discussions, and high-quality submissions) to predefined reward triggers. The REC Portal would be enhanced to capture participation metrics, calculate eligibility, and notify participants of earned rewards via automated communications (e.g. portal notifications or email), with a monthly or milestone-based cadence. Data flows would include submission timestamps, attendance records, and qualitative assessment inputs from the Code Manager or Change Leads, which would be consolidated into a “Reward Eligibility Log” maintained within REC systems. Implementation would be led by the Code Manager, supported by the DSP for system changes and reporting capability, and overseen by REC governance bodies to ensure alignment with existing obligations and neutrality principles. The solution would not alter core decision-making processes but would overlay an engagement-focused mechanism, with clear accountability for administration, auditability of outcomes, and periodic review to ensure continued effectiveness and proportionality.
Problem Statement
The REC change process currently relies on formal obligations and voluntary participation to secure stakeholder engagement; however, this approach does not consistently drive timely, high-quality input during key stages such as consultations and working groups. As a result, participation can be delayed, inconsistent, or limited in substance, reducing the effectiveness of impact assessments and slowing overall change delivery.
In the absence of any positive reinforcement mechanisms, the process places full reliance on compliance rather than motivation, which may not fully reflect the human factors influencing engagement. This creates a persistent gap between the intended collaborative nature of the REC and the reality of stakeholder behaviour, ultimately affecting the pace and quality of change outcomes delivered to the market.

Latest Update
07/07/2025 - Change Report (Proposal Plan) has been approved by the REC Change Panel.
Summary
There is gap in the Erroneous Switch (ES) Performance Assurance reporting as the DTN does not provide MPXN level data up front. It requires individual ES permission before MPXNs are provided. However, CSS reporting does provide monthly MPXN level report. As such end-to-end monitoring of the ES process cannot be carried out at a MPXN level.

Summary
The Code Manager is required to perform an annual review of a number of PAF items, including the PARC. The PARC has already been updated several times over the course of 2025 through a series of REC Changes (including R0173, R0202, R0254, R0259). We have conducted an end-to-end review and have identified the other changes are required.

Problem Statement
To ensure REC Parties and Service Providers are aware of reports they must provide for Performance Assurance as well as reports obtained from central data sources (such as, but not limited to, the DIP Manager) used in assuring their performance within the market. It is essential these reports are maintained in line with changes to Code processes as well as changing risk landscape.

Summary
CSS Certificate Authority Service Definition clause 9.1 states that the CSS CA Service will be audited each year by a third party against an approved compliance standard and or methodology. Problem Statement
Section 9 of the CSS Certificate Authority Service Definition document mandates an annual third-party audit of the CSS Certificate Authority Service against an approved compliance standard or methodology. Enabling transparency of the CRS Provider’s REC service level performance

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
RECCo regularly reports on the performance of REC Service Providers in relation to their activities under the REC. However, there is currently no formal agreement to permit the publication of CRS performance measures between the CRS Provider and RECCo. Due to the multi-Party agreement, the REC does not specifically address the publication of this performance data. Instead, RECCo are operating under an informal understanding with the CRS Provider, which means there is a possibility that publication may be delayed or not agreed to in a given month. RECCo is dependent on the CRS Provider’s approval for each publication, which can cause delays. This approval could also be withheld at any point.

Problem Statement
Unlike REC Service Providers, there is currently no formal agreement in place between the CRS Provider and RECCo to publish details about the CRS Provider’s performance. RECCo is therefore dependent on the CRS Provider’s approval for each publication. Not only could there be delays in RECCo’s reporting, but the approval could also be withheld at any point, preventing RECCo’s reporting.

Non-Domestic Change of Occupier Reporting (R0155 Solution)

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
As part of the R0155 change process, the REC Performance Assurance Board requested ongoing monitoring reporting to identify outliers or anomalous behaviour which the Code Manager would then follow up in detail. However, this planned reporting by Energy Suppliers was descoped from R0155 due to the ongoing development of an Ofgem Reporting Request for Information (titled Non-Domestic Market Monitoring Request for Information). The Ofgem RFI includes data received from Energy Suppliers on the time taken for a Non-Domestic Consumer’s request, and to simplify the process for Energy Suppliers, REC Performance Assurance intend on using the same data. This reduces the need to make two related, but different reports in the same topic areas. The Code Manager intended to use the reporting from the Ofgem RFI for ongoing Performance Assurance monitoring of the Non-Domestic Change of Occupier process. However, this was not confirmed by Ofgem in time for the R0155 implementation, as such a separate REC Change Proposal is required to include this data as part of the ongoing Performance Assurance monitoring.

Problem Statement
The planned reporting by Energy Suppliers was descoped from R0155 due to the ongoing development of an Ofgem Reporting Request for Information (titled Non-Domestic Market Monitoring Request for Information). Without the Ofgem RFI data being submitted, or an alternative means of receiving or reporting Non-Domestic Change of Occupier data, REC Performance Assurance are unable to complete the ongoing monitoring activity originally requested by the Performance Assurance Board during the R0155 change process.

Problem Statement
As part of the Performance Assurance Operating Plan, REC Performance Assurance are required to review the PARC on an annual basis to identify any changed required. The REC PAB has conducted their 2024 review of the PARC and proposed changes to update to Version 5.1. If the PARC is not kept up to date, this can lead to confusion for Parties. With some of the changes identified correcting typographic errors that can cause errors by Parties when they are uploading data.
