Summary
This proposal introduces a formalised “Sweet Treat Reward System” within the REC governance framework, whereby participants are recognised with confectionery based incentives for timely delivery, high quality submissions, and proactive engagement in the change process. The change aims to improve stakeholder participation, reduce consultation fatigue, and enhance overall delivery performance by introducing a light-touch behavioural incentive aligned to existing governance activities.

Proposed solution summary
The proposed solution is to introduce a new REC provision establishing a “Sweet Treat Reward System” (STRS), creating a light-touch, non-financial incentive mechanism linked to existing change process activities. This would require updates to REC governance documentation (e.g. Change Management schedule and supporting guidance) to define eligibility criteria, reward thresholds, and roles, with the Code Manager responsible for administering and maintaining the scheme and recording outcomes within the REC Portal. End-to-end, the solution would operate by linking stakeholder behaviours (e.g. timely consultation responses, active participation in CIG discussions, and high-quality submissions) to predefined reward triggers. The REC Portal would be enhanced to capture participation metrics, calculate eligibility, and notify participants of earned rewards via automated communications (e.g. portal notifications or email), with a monthly or milestone-based cadence. Data flows would include submission timestamps, attendance records, and qualitative assessment inputs from the Code Manager or Change Leads, which would be consolidated into a “Reward Eligibility Log” maintained within REC systems. Implementation would be led by the Code Manager, supported by the DSP for system changes and reporting capability, and overseen by REC governance bodies to ensure alignment with existing obligations and neutrality principles. The solution would not alter core decision-making processes but would overlay an engagement-focused mechanism, with clear accountability for administration, auditability of outcomes, and periodic review to ensure continued effectiveness and proportionality.
Problem Statement
The REC change process currently relies on formal obligations and voluntary participation to secure stakeholder engagement; however, this approach does not consistently drive timely, high-quality input during key stages such as consultations and working groups. As a result, participation can be delayed, inconsistent, or limited in substance, reducing the effectiveness of impact assessments and slowing overall change delivery.
In the absence of any positive reinforcement mechanisms, the process places full reliance on compliance rather than motivation, which may not fully reflect the human factors influencing engagement. This creates a persistent gap between the intended collaborative nature of the REC and the reality of stakeholder behaviour, ultimately affecting the pace and quality of change outcomes delivered to the market.

19/08/2026 - the Change Report (Proposal Plan) was approved by Change Panel. The Change Team and Performance Assurance team are working together to determine if there are performance assurance requirements for this change.
Summary
An incident where Network Parties did not submit Regulatory Alliances on time to the Central Switching Service (CSS) Provider, or did submit the Regulatory Alliances but did not action rejections from the CSS Provider in a timely manner, led to over 200 Consumers being delayed in Switching to their chosen Energy Supplier. This Change Proposal has been raised to review this process.

Latest Update
21/07/2026 - On 21 July 2026, the REC Change Panel voted to approve the Change Report (Proposal Plan) for I0325.
Summary
The REC was updated, primarily through R0209 and R0241, to add requirements that support the transition to, and enduring operation of the MHHS arrangements. As part of the transition, each impacted Metering Point will be migrated using processes defined in Codes, including the REC. Once this migration activity is complete, the legacy and transitional arrangements will become redundant and should be removed from the REC to support its efficient operation

Problem Statement
Retention of redundant obligations within the REC would make it more complex to navigate for Market Participants and could cause confusion on the obligations that are in effect to support the efficient operation of the Great British Energy retail market. It is also worth noting that until Ofgem formally closes the MHHS Significant Code Review (SCR), this REC Issue could potentially impact that SCR.

Summary
DCUSA change DCP467 has been raised to propose that Category A and B defects reported currently using the Asset Condition Report (D0135) or phone call to the DNO, should instead be reported via an online reporting tool where the DNO has one available. This is expected to have impacts to the REC.

Problem Statement
Where DNOs have enhanced reporting tools for Category A or Category B situations, it is not mandatory for Parties to submit reports using this method. This may lead to a detrimental Consumer experience, as it is limited what information can be provided over the telephone or via Market Message (e.g. it is not possible to provide photographs of the situation).

Establishing the Safe Isolation Provider (SIP) as a Standalone REC Party

Latest Update
21/07/2026 - An Update to Plan has been approved by the Change Panel on 21 July 2026.
Summary
This proposal recommends the formal recognition of the Safe Isolation Provider (SIP) as a standalone Party under the Retail Energy Code (REC). This aligns with the direction set out in Ofgem’s recently published Strategic Direction Statement (SDS), which explicitly calls for the establishment of SIPs as a standalone Party role. The aim is to address the growing scale of unregulated SIP activity, mitigate associated consumer safety risks, and ensure the metering industry is equipped to support the UK’s Net Zero ambitions. By enabling easier access to certified SIPs, this change will enhance consumer protection, accelerate low-carbon technology deployment, and improve operational efficiency across the energy sector.

Problem Statement
The current SIP framework poses several risks: - Consumers, MEMs and unaccredited practitioners’ safety. Unaccredited and unregulated isolation work increases the risk of unsafe installations and potential harm to Consumers. NAPIT highlighted to RECCo and DESNZ that 17 and 13 unregulated practitioners respectively died in 2023 and in 2024 due to unsafe isolation. With the right Party undertaking this work, there would also be less safety issues for the Consumer at their premises; - Inequity. Independent Installers face longer wait times compared to supplier-led installations, creating a two-tier system; - Low competitive market. Currently prospective Parties can be put off from applying to be a SIP as it appears they would need full MEM Accreditation which is often too far outside their current business operating model. Providing SIPs with their own pathway and requirements could result in more Parties becoming SIPs and therefore giving Consumers more choice in their provider; and - Decarbonisation delays. The inability to scale SIP capacity undermines the timely deployment of LZCTs, threatening Net Zero targets.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Public Switched Telephone Networks (PSTN) will be switched off in December 2025 by all telecom companies and will be replaced with an Internet Protocol (IP) digital network. Existing fax machines that are incompatible with new all IP digital networks will become obsolete and no longer capable of meeting Code Communications as prescribed in the REC. All communication methods referencing fax or facsimile will need to be removed and replaced with email (where this is not an existing option), unless an alternative form of communication is needed. Please note: The government have published preparatory guidance which includes migrating to IP-supported technology in advance of the planned decommissioning. UK transition from analogue to digital landlines - GOV.UK (www.gov.uk) Critical National Infrastructure (CNI) (“assets, facilities, systems, networks or processes and the essential workers that operate and facilitate them”) which is subdivided into 13 sectors including Energy, are advised to consider how they move to digital alternatives smoothly to avoid unnecessary interruption following the PSTN switch-off. 1. As a Consumer, I want a competitive Export market so I can get the best rates for the energy I generate. I want clear metering equipment ownership so I can be confident my meter is functional and safe. I want accurate billing from my Export Supplier.
  2. As an Export Supplier, I want to be able to appoint the MEM that ties in with my commercial strategy.
  3. As a MEM, I want clear guidance on the responsibilities I have for any metering equipment I am appointed to.
Problem Statement
Export Suppliers may become non-compliant with industry regulations if they are unable to appoint the same MEM as the Import Supplier, for example when the Consumer switches Import Supplier or when the Import Supplier changes the appointed MEM.

Latest Update
10/04/2026 - Change has been taken of hold. This change will be triggered for a reassessment for Code Manager Impact on 14/04/2026.
Summary
When Meter Point Administration Numbers (MPANs) are erroneously disconnected, they cannot be reinstated. As a result, Consumers suffer billing issues and Registered Suppliers cannot settle against the disconnected MPAN. This change seeks to introduce a mechanism to restore erroneously disconnected MPANs.

Proposed solution summary
  1. As a Consumer, I do not want the erroneous disconnection of my MPAN to affect the continuity of my supply contract and billing arrangements.
  2. As a DNO, I want to be able to reverse erroneous disconnections with no lasting effect so that I don’t need to create a new MPAN to resolve the issue, thereby avoiding DUoS payment collection issues. 2 - As a Supplier, I want to be able to reverse erroneous disconnections with no lasting effect so that I can correctly bill my consumers. 3 - As the CSS, I want users to be able to effectively resolve discrepancies, so that industry data for their portfolio is accurate. 4 - As MPRS, I want users to be able to effectively resolve discrepancies, so that industry data for their portfolio is accurate.
Problem Statement
When MPANs are incorrectly identified and targeted for disconnection, the RMP will be erroneously terminated following receipt of Termination Market Messages by the CSS. This process is irreversible once triggered, meaning that there is no mechanism to restore the MPAN as it was previously. This results in a poor Consumer experience, and settlement misbalancing for Registered Suppliers. Currently, there is no mechanism to mitigate the negative impact on Registered Suppliers/DNO and Consumers.
