22/09/25 - This Change Proposal has been implemented as part of the MHHS M8 22 September 2025 REC Release.
Summary
The Electricity Smart Meter Equipment (ESME) ID is a unique identifier that provides a designation for a Smart Meter. Electricity Retail Data Agent (ERDA) systems were updated as per the requirements in R0033 to not allow for multiple incidences of an individual ESME ID to be registered, and reject the update, even when a second incidence of an ESME ID would be legitimate, for example in the case of a re-use of Metering Asset or a crossed meter. This Issue seeks to resolve this feature of the ESME ID validation while maintain data accuracy.

Problem Statement
ERDA data validation on the ESME ID Data Item in the D0312(MM00256) Market Message is imperfect, and can result in invalid rejections. This occurs when more than one incidence of an ESME ID is passed through individual ERDA system, as it only allows for a single occurrence, even if historic ones have been end-dated. In situations where a Metering Asset has been re-used, thus re-using the ESME ID, a rejection will occur, in an example of an unintended functionality of the validation system.

Stranded RMPs in Defunct Suppliers

Latest Update
27/02/2025 - Change is now not being merged into any other changes and will proceed as a standalone change. A potential solution has been identified, but will be discussed for potential cross code impacts
Summary
Currently within Schedule 23 a Registration can only be undertaken on RMPs with an Operational or Dormant RMP Status, and not Terminated. Terminated is a status that the RMP is set to when the Meter Point Status is no longer operational or the site is isolated. It is right that these sites are not able to be Registered as there is a risk that Suppliers could inadvertently Register such Meter Points. We do have instances where such sites are stranded in defunct Supplier portfolios - and the Supplier no longer has the capability to take the relevant action to Deactivate the Registrations. This may because the operational staff have left and the business is in administration.

Proposal to Enable Broader Use of Retail Energy Location (REL) Data for Non-Switching Applications

Date of latest update

No
Latest Update
04/08/2026 - On 04 August 2026, the REC Change Panel approved the extension to plan for I0218. Service Provider Impact Assessments are in progress.
Summary
The problem being addressed is the current restriction within the Retail Energy Code (REC) that limits the use of Retail Energy Location (REL) data solely to switching purposes. This restriction prevents the full utilisation of REL data, which could be valuable for a broader range of operational, regulatory, and industry applications. Key Issues: - Currently, REL data, enriched with Unique Property Reference Numbers (UPRNs), is available via the Electricity and Gas Enquiry Services. However, Schedule 29 (Address Management) of the REC restricts its use to switching purposes only, preventing its use in other important industry initiatives. - Various industry stakeholders, including REC and non-REC data requestors as well as Ofgem (the regulator), have expressed a strong interest in utilising REL data for non-switching purposes. The restriction is seen as a limitation, especially for initiatives that require accurate property data to support wider operational and regulatory functions. - By restricting the use of REL data to switching, stakeholders are unable to fully leverage it for improving operational efficiency, regulatory compliance, and overall service delivery. Lifting this restriction would enable the wider use of REL data, allowing stakeholders to benefit from its full potential across various non-switching applications.

Proposed solution summary
  1. RECCo would acquire a AddressBase Core license from Ordinance Survey and the REC would be updated to allow parties to take full advantage of this data. In order for parties to use the REL data, they would need to acquire an AddressBase Premium license from Ordinance Survey or other relevant license.
Problem Statement
Retail Energy Location (REL) data currently is not permitted for uses such as improving customer service and streamlining internal processes. This means that stakeholders, such as Ofgem and data requestors, have been unable to benefit from this data and Consumers are therefore unable to benefit from the full potential use of their data.

Multiple Switch Requests Increasing Objection Rate

Latest Update
20/05/2025 - the Code Manager has withdrawn this Issue, as there are no adequate solution options and minimal Consumer detriment. The adoption window has closed.
Summary
REC Parties have told the Code Manager that they are seeing multiple registrations attempts (10 plus attempts on consecutive days in some instances) on individual MPxNs. They are concerned about Consumer detriment as those trying to switch are not getting time to review objection related communications from their current Supplier to allow them to act and resolve the issue. This was initially presented as a non-domestic issue, but initial Code Manager investigations have also highlighted potential concern around proposed domestic transfers as well. There is also a risk of Party Performance impacts with initial analysis flagging potential impacts on Performance Assurance Risk Drivers, 8.9, 8.10 & 8.11.

Problem Statement
Non-Domestic Consumers are having their Switch experience affected by multiple Objection attempts following a single initial attempt to register for their supply by a prospective gaining Supplier. This results in Consumer detriment, as multiple Objections result in repeated rounds of communications to the Supplier. This results from automated Registration systems employed by Non-Domestic Suppliers.

Latest Update
16/05/2025 - the Authority have published their decision to reject R0137 and R0137A.
Summary
This change seeks to expand the obligation for Energy Suppliers to only work with TPIs who are adhering to principles as set out in the REC TPI Code of Practice to all Non-Domestic Consumers. It also looks to reduce the burden on Energy Suppliers having to perform their own audits by introducing a REC Services Accreditation Scheme and allowing companies to qualify as an Industry-Recognised Accreditation Body.

Problem Statement
Non-Domestic Consumers have more limited protections than Domestic and Microbusiness Consumers in the energy market, and so may not always experience best practice from all parties they interact with. The aim is to expand these protections while limiting the audit burdens on Suppliers and TPIs.

Latest Update
15/07/2025 - The Code Manager has rejected Issue I0213. This Issue has been deemed out of scope of the REC and has been rejected following a legal review. This decision was ratified by the REC Change Panel at their meeting on 15 July 2025.
Summary
Presently only industry parties can raise the matter of non-compliant or unwarranted objections activity that a supplier may be participating in. This Issues has been raised to request RECCo to consider accepting notice and evidence (that can be acted upon) from qualifying 'non industry' parties, from third party consultants and brokers.

Proposed solution summary
  1. I0213 has been raised with a suggestion that the Code Manager should consider accepting notice and evidence from qualifying non-industry Parties, including Third Party consultants and brokers (Third Party Intermediaries (TPIs)). A possible solution for this may include a new submission page, or form, on the REC Portal, that would allow Third Parties to submit evidence of non-compliant Objection activity.
Problem Statement
There is currently not a method for Third Parties, who may be involved in the Switching process, to report non-compliant Objection activity. Non-Compliant Objection activity can result in time consuming procedures for Consumers, creating unnecessary engagement with Energy Suppliers, and may result in a financial burden.

Latest Update
13/05/2026 - The REC Code Manager is establishing a new REC working group to support the progression of I0200 – Review of the REC’s Address Management Service. If you would like to attend the I0200 Working Group, please register your interest by contacting the Code Manager at change.management@recmanager.co.uk. The first meeting will take place in June 2026, with the exact date and time to be confirmed in due course and communicated via the REC Change Bulletin and via email to all those who register their interest.
Summary
Having the incorrect address can lead to a range of Consumer issues, including switching, billing and meter reading problems. The Meter Point Location (MPL) and Retail Energy Location (REL) have been added to the Code to resolve this issue. Whilst there had been progress resolving address data issues, there is not currently a mechanism to establish Code level targets for address improvement, resulting in around 2.8 million unmatched addresses.

Problem Statement
Work conducted by RPA has identified a significant number of mismatches between gas Data Items held by key stakeholders. This may result in Consumer detriment, as information relevant to an MPRN may not be held accurately by any given Party. As such, there is a need to review processes pertaining to the communication of gas data by MAMs onward to the CDSP to mitigate the potential for mismatches.
