19/08/2026 - the Change Report (Proposal Plan) was approved by Change Panel. The Change Team and Performance Assurance team are working together to determine if there are performance assurance requirements for this change.
Summary
An incident where Network Parties did not submit Regulatory Alliances on time to the Central Switching Service (CSS) Provider, or did submit the Regulatory Alliances but did not action rejections from the CSS Provider in a timely manner, led to over 200 Consumers being delayed in Switching to their chosen Energy Supplier. This Change Proposal has been raised to review this process.

Problem Statement
The lack of Service Level Agreements (SLAs) on Network Parties to submit Regulatory Alliances to the CSS Provider or to work any rejections received from the CSS Provider can lead to delays in Consumers being able to Switch to their chosen Energy Supplier.

Latest Update
13/05/2026 - The REC Code Manager is establishing a new REC working group to support the progression of I0200 – Review of the REC’s Address Management Service. If you would like to attend the I0200 Working Group, please register your interest by contacting the Code Manager at change.management@recmanager.co.uk. The first meeting will take place in June 2026, with the exact date and time to be confirmed in due course and communicated via the REC Change Bulletin and via email to all those who register their interest.
Summary
Having the incorrect address can lead to a range of Consumer issues, including switching, billing and meter reading problems. The Meter Point Location (MPL) and Retail Energy Location (REL) have been added to the Code to resolve this issue. Whilst there had been progress resolving address data issues, there is not currently a mechanism to establish Code level targets for address improvement, resulting in around 2.8 million unmatched addresses.

Latest Update
26/08/2025 - Update to Proposal Plan published. This will be presented to the REC Change Panel at their meeting on 02 September 2025.
Summary
Non dual-fuel Consumers who register upon the PSR, will have their PSR data flow across energy industry data flows to mean that all parties are aware of any PSR Needs Codes, allowing us all to provide equal access to our services and support. This will be achieved via the utilisation of existing processes and systems. Initially a pilot will take place for a minimum of 3 months between participating companies before extending this to the whole industry”.

Problem Statement
The majority of domestic customers in the UK are what are called in the industry ‘dual-fuel’ - this means that with two types of energy (electricity & gas) a domestic dwelling has a single supplier ie they pay their bill to one organisation. This ‘dual-fuel’ position has supported the industry improvements to Priority Services Register (PSR) data flows by allowing previous divides to be overstepped in terms of data flows between energy types. There is however a problem which this RECC request aims to resolve. That is, where a customer who has both fuel types, also has two suppliers and they want to register upon the PSR. This was always a ‘known’ gap shared with our regulator when the many improvements were implemented across the PSR and considered to be something that would be addressed at a later date. This ‘gap’ means that without the dual-fuel link, currently data flows do not complete across energy types via the supplier data flow triggers.

Proposed solution summary
- As a Consumer, I want to have continual Meter Equipment Manager coverage, so that I am confident that work on my Metering Asset can be conducted even during a Switch.
- As a MEM, I want my obligations relating to appointment and de-appointment to be considered and practicable, so that my operational processes are not unduly onerous. 2 - As a Gas Supplier, I want to be able to reliably and predictably appoint and de-appoint MEMs during a Switch, so that I am confident that my Consumers are not left without a MEM at any stage. 3 - As the Code Manager, I want REC processes to operate within SLAs that are reflective of both the realistic operational capacities of REC Parties, and also of the needs of the broader market, so that the end Consumer has the best possible Switching experience.
Problem Statement
Current ONAGE SLAs may no longer be proportionate to the length of the Switching process as a result of the Faster Switching programme. Lengthy ONAGE SLAs relative to the timescale of the switching process may result in Consumers being left without a MEM during the switch process. The proposer has asked the Code Manager to conduct a review of the ONAGE SLAs to explore whether these SLAs are still appropriate, and therefore ensure that Consumers are subject to any detriment.

Latest Update
06/12/2023- This Change was implemented as part of the 6 December 2023 Extraordinary Release
Summary
CSS Market Messages sent by the Central Switching Service (CSS) to Switching Data Service Providers (SDSP) are either not being received, being received after Gate Closure, or are being received out of the order that they were originally sent in. This Change Proposal seeks to introduce a refresh functionality to mitigate these issues.

Proposed solution summary
- As a Consumer, I want the Switching process to work successfully, so that I can switch Energy Supplier without delays or issues.
- As the CSS Provider I want the messages I send to SDSPs to be received and processed successfully, so that there is no interruption to the Switching process or the Consumers’ Switching experience. As the CSS Provider, I want the functionality to be available for SDSPs to automatically resolve issues when messages are not received in the correct order or are received after Gate Closure, so that this work does not have to be done manually.
- As an SDSP, I want to be able to detect when I have not received the expected CSS messages, so that I am able to request that the missing messages are sent to me to process. As an SDSP I want to be able to request a refresh of CSS messages when they are not received in the correct order or they are received after Gate Closure, so that I am able to maintain an accurate reflection of the current Switch status and minimise impacts on CSS Users and Consumers.

Problem Statement
CSS messages not received by the SDSPs in the order they were sent or received, or after Gate Closure, can be difficult to detect and often require significant manual effort to resolve. This issue can directly impact Consumer switching experiences causing disruption and possible delays.
