Summary
This proposal introduces a formalised “Sweet Treat Reward System” within the REC governance framework, whereby participants are recognised with confectionery based incentives for timely delivery, high quality submissions, and proactive engagement in the change process. The change aims to improve stakeholder participation, reduce consultation fatigue, and enhance overall delivery performance by introducing a light-touch behavioural incentive aligned to existing governance activities.

Proposed solution summary
The proposed solution is to introduce a new REC provision establishing a “Sweet Treat Reward System” (STRS), creating a light-touch, non-financial incentive mechanism linked to existing change process activities. This would require updates to REC governance documentation (e.g. Change Management schedule and supporting guidance) to define eligibility criteria, reward thresholds, and roles, with the Code Manager responsible for administering and maintaining the scheme and recording outcomes within the REC Portal. End-to-end, the solution would operate by linking stakeholder behaviours (e.g. timely consultation responses, active participation in CIG discussions, and high-quality submissions) to predefined reward triggers. The REC Portal would be enhanced to capture participation metrics, calculate eligibility, and notify participants of earned rewards via automated communications (e.g. portal notifications or email), with a monthly or milestone-based cadence. Data flows would include submission timestamps, attendance records, and qualitative assessment inputs from the Code Manager or Change Leads, which would be consolidated into a “Reward Eligibility Log” maintained within REC systems. Implementation would be led by the Code Manager, supported by the DSP for system changes and reporting capability, and overseen by REC governance bodies to ensure alignment with existing obligations and neutrality principles. The solution would not alter core decision-making processes but would overlay an engagement-focused mechanism, with clear accountability for administration, auditability of outcomes, and periodic review to ensure continued effectiveness and proportionality.
Problem Statement
The REC change process currently relies on formal obligations and voluntary participation to secure stakeholder engagement; however, this approach does not consistently drive timely, high-quality input during key stages such as consultations and working groups. As a result, participation can be delayed, inconsistent, or limited in substance, reducing the effectiveness of impact assessments and slowing overall change delivery.
In the absence of any positive reinforcement mechanisms, the process places full reliance on compliance rather than motivation, which may not fully reflect the human factors influencing engagement. This creates a persistent gap between the intended collaborative nature of the REC and the reality of stakeholder behaviour, ultimately affecting the pace and quality of change outcomes delivered to the market.

19/08/2026 - the Change Report (Proposal Plan) was approved by Change Panel. The Change Team and Performance Assurance team are working together to determine if there are performance assurance requirements for this change.
Summary
An incident where Network Parties did not submit Regulatory Alliances on time to the Central Switching Service (CSS) Provider, or did submit the Regulatory Alliances but did not action rejections from the CSS Provider in a timely manner, led to over 200 Consumers being delayed in Switching to their chosen Energy Supplier. This Change Proposal has been raised to review this process.

Problem Statement
The annual portfolio reconciliation exercise conducted by the CDSP on MAM-held Data Items is neither frequent enough nor is it expeditious enough, according to the Proposer. MAMs are being asked to reconcile Data Items several months after they were initially provided, which may impact the efficacy of the exercise if these Data Items have changes since they were initially submitted.

Stranded RMPs in Defunct Suppliers

Latest Update
27/02/2025 - Change is now not being merged into any other changes and will proceed as a standalone change. A potential solution has been identified, but will be discussed for potential cross code impacts
Summary
Currently within Schedule 23 a Registration can only be undertaken on RMPs with an Operational or Dormant RMP Status, and not Terminated. Terminated is a status that the RMP is set to when the Meter Point Status is no longer operational or the site is isolated. It is right that these sites are not able to be Registered as there is a risk that Suppliers could inadvertently Register such Meter Points. We do have instances where such sites are stranded in defunct Supplier portfolios - and the Supplier no longer has the capability to take the relevant action to Deactivate the Registrations. This may because the operational staff have left and the business is in administration.

Problem Statement
Work conducted by RPA has identified a significant number of mismatches between gas Data Items held by key stakeholders. This may result in Consumer detriment, as information relevant to an MPRN may not be held accurately by any given Party. As such, there is a need to review processes pertaining to the communication of gas data by MAMs onward to the CDSP to mitigate the potential for mismatches.

Latest Update
10/06/2026 - The Code Manager, following an approval to an Update to Plan by the REC Metering Expert Panel, has placed I0197 on hold.
Summary
Some customers have had faulty meters for a prolonged period, which impacts billing and settlement, and can prevent customers accessing specific tariffs. Currently the REC only has obligations relating to electricity meter faults, and these do not actually require work to be done to address faults. This issues proposes the introduction a maximum timeframe Fault Resolution deadline to resolve issues around faulty meters.

Summary
Studies conducted by the REC Performance Assurance (RPA) function of the REC Code Manager have concluded that gas market data fidelity may be improved by reducing the frequency of missed messages between Metering Asset Managers and other REC Parties. This Issue seeks to explore mechanisms by which a reduction in the number of permissible communication methods used by MAMs could support the data quality improvement objective.

Problem Statement
MAMs communicate with each other, and with other parties, using up to three possible methods as they send Market Messages in line with their obligations in the REC. It has been suggested that moving to a single communication method might help mitigate gas data quality issues. This Issue seeks to explore an interim solution to facilitate this.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Public Switched Telephone Networks (PSTN) will be switched off in December 2025 by all telecom companies and will be replaced with an Internet Protocol (IP) digital network. Existing fax machines that are incompatible with new all IP digital networks will become obsolete and no longer capable of meeting Code Communications as prescribed in the REC. All communication methods referencing fax or facsimile will need to be removed and replaced with email (where this is not an existing option), unless an alternative form of communication is needed. Please note: The government have published preparatory guidance which includes migrating to IP-supported technology in advance of the planned decommissioning. UK transition from analogue to digital landlines - GOV.UK (www.gov.uk) Critical National Infrastructure (CNI) (“assets, facilities, systems, networks or processes and the essential workers that operate and facilitate them”) which is subdivided into 13 sectors including Energy, are advised to consider how they move to digital alternatives smoothly to avoid unnecessary interruption following the PSTN switch-off. Proposed solution summary
  1. As a Consumer, where I have entered a bi-lateral NExA with the relevant Transporter, I want my Shipper and Transporter to have access to all the data they need when capacity referrals to the Gas Transporters are required.
  2. As a Gas Transporter, I want the details of the NExA to be held in GES, to increase visibility of the existence of the NExA and to provide details of the offtake parameters.
  3. As a Gas Shipper, I need to understand both that a NExA exists, and that I have visibility of the offtake parameters relative to the site, so that I can ensure that I take the necessary actions to ensure the Consumer has the appropriate booked Supply Point Capacity.
