Removal of Category Condition for TPI and TPIS Organisations from the Gas Data Access Matrix

Summary
At REC go-live, the Gas Data Access Matrix (DAM) included a Category Condition for Third Party Intermediaries (TPI) and Third-Party Intermediary Service Providers (TPIS) which required these organisations to enter into a Confidentiality Agreement with the Central Data Services Provider (CDSP). Under the REC, once a TPI or TPIS undergoes its market entry requirements, it signs a REC Access Agreements which makes the requirement of a separate Confidentiality Agreement with the CDSP void. These agreements place restrictions on how organisations manage this data, including confidentiality where appropriate. TPISs access the data specifically to share it with TPIs, and therefore do not keep this data confidential. TPIS access agreements therefore include obligations for how organisations they provide the data to use it. This alteration of the Gas DAM removes this requirement in line with current REC processes.

Summary
As the Switching Operator, the CRS Provider (the DCC) is required to provide a Service Desk to facilitate the resolution of Switching Data queries (as set out in Schedule 26 - Switching Service Management). In order to operate their service as efficiently as possible, the Switching Service Desk aims to resolve as many service desk tickets as they can at point of contact. Tickets that need to be designated as second and/or third line tickets within the Service Desk (as defined in the SO Service Definition) are passed to the relevant Switching Data Service Provider and may take longer to resolve. The Service Switching Desk were given access to EES as part of R0071 DCC access to EES and GES, however it has been identified that the data items within this change do not effectively resolve the problem statement for that Change Proposal. Therefore, we have carried out an additional review.

04/06/2026 - on 02 June 2026, the Technical Expert Panel approved via ex-committee vote to place I0228 on hold, until the outcome of R0321 is known.
Summary
Electricity Suppliers believe there is a significant bottleneck to Export Metering Point creation, which is resulting in them feeling unable to offer Export smart products to a wider audience of Consumer and scale low-carbon technology. The most effective solution is an API within the Electricity Enquiry Service (EES) that allows the Electricity Supplier to request the creation of an Export Metering Point. This could work for both Electricity Suppliers and Distribution Network Operators (DNOs) ensuring that scalable solutions are applied at both sides of the process.

Problem Statement
A restriction of 50 Export Metering Points per DNO per day, with no two DNOs operating the bulk request process in the same way, is overly burdensome to Electricity Suppliers and creating a barrier for Consumers getting an Export Metering Point assigned to their Premise. This is ultimately harming the effort the reach Net Zero.

Problem Statement
There are issues when a Domestic Consumer intends to Switch Suppliers, but their MPAN is registered as elective HH with their current Supplier, and this is not offered by the Gaining Supplier. This can cause delays with Switching for Consumers.

Latest Update
18/03/2026 - An update to plan has been published for consideration at the Technical Expert Panel on 25 March 26.
Summary
As part of the impact assessment process for R0115, it was identified that it is very costly and time consuming to make reporting changes within the CSS architecture. As such, we would like to explore enabling agile reporting within the CSS ecosystem, by creating a functionality that consolidates all necessary data into a single, centralised database.

Problem Statement
Current CSS arrangements mean that REC Changes designed to facilitate access to CSS data are more onerous that they need to be. Current arrangements are costly and have relatively long lead-times. This Issue seeks to explore changing the way that the CSS data can be accessed.
